I would imagine the answer to that would be that they had no reason to believe that was the case, to the eye the whale looked ok, no obvious illness or injury.
Whales are known to swim of course, especially younger ones like this.
Why would they not try and save it until they had reason to believe that was not the best course of action for the animal?
