I think DD is right, since it has 80 columns and 12 row.

You place a punch card under the top and right hand clips and check the holes for correct alignment.

Yes it is an 80 column punch card reader/verifier.

Billyrunner should take full credit she put the idea in my head, I just knew punch cards need to be 'punch-able' and sheet metal probably wouldn't be the best material to use.
