Note to self: Must remember never to take mower into congestion zone.

"any vehicle that shows it is without insurance or
tax would be prevented from filling up"

hmm, trouble is, camera's tend to be pointing from the till side facing oncoming traffic
so motorcycles plates cannot be read.
the claim that no additional cost as infrastructure already in place is flawed.

There's never a foolproof way of keeping criminals at bay, but anything that helps reduce the number of uninsured drivers has to be a good thing!

On being refused petrol the offender leaves and tries another filling station (only a limited number have this number plate system installed) until he finds one without the system and fills up.

Result: Loss of revenue to filling stations with the system installed - not sure this would be commercially wise, and as a result filling stations wouldn't install it.

Pity the boffins who think up these ideas don't get out a bit more.

.... and Road Fund Licence? It baffles me why this has never been implemented. There would be no need for a complex scale of charges and the costs of collection/policing. The gas guzzlers would pay more tax via increased fuel consumption and you couldn't avoid it.

Successive Governments have happily made arrangements to collect tax, VAT and Excise on fuel so what's the problem?

I agree and never understood why they didn't collect RFL in this way. Probably too late to consider now as we shift towards electrically powered vehicles. They too will gradually be subject to RFL as revenues drop due to their increased popularity.

The problem is probably one of perception and/or political propaganda. We already have one of the highest fuel tax levels in the world, so any increase would be politically disadvantageous to whichever Party did it. But I do agree with this approach.

Because I doubt they would get enough revenue that way
