MINUTES OF EXECUTIVE COMMITTEE




HELD AT SUNNYSIDE HALL, WEBB LANE, HAYLING ISLAND




TUESDAY 14TH MAY 2002

1. Apologies - June Stowell, Basil Heather. Councillors attending meetings on Tuesdays.








2. Approval of April Executive Committee’s Minutes




The minutes were approved and accepted. A slight error referring to a line in the April




Minutes, under Any Other Business, item 11, category c., amended to read as follows:




CR asked the committee if anyone was aware of the Havant Community Safety




Partnership Local Focus Group who failed to liase and involve local organisations such as HIRA / NEHRA …..









3. Matters arising from the minutes




Nothing to report, apart from congratulating all the councillors who were recently elected, with a particular mention to Gordon Erlebach becoming Mayor.








4. Planning Issues








a. 76 Sinah Lane (67255/000) – significant extension in “road with special character”to extend chalet bungalow. Total over-intensity, affecting adjacent properties. Double garage proposed in front garden forward of building line. Masking No 74 unacceptable. Garage should stay within house area; hip roof might be acceptable at No 74 boundary. Two calls received from neighbours requesting help.Date now passed but CW suggested HIRA should pursue.




ACTION – PF/CW to send letter on behalf of HIRA.




b. 8 Burwood Grove (66104/000)– Demolish existing to be replaced with 3 detached houses. Plan not yet examined but site viewed showed an area of bungalows/ semi-bungalows therefore 3 houses would be out of character. Access on to Burwood Drive will increase traffic in narrow residential road where many cars are already left outside. Cut off date 15th May 2002.




ACTION - CW to draft letter for PF to send on behalf of HIRA.




c. Snooker Club, Beachlands ( 59751/7) –Revised plan much improved but adjacent flats will still be slightly affected. However, this corner site is in need of a tidy up.




d. Fishery Lane –proposed 10 x 3 bedroom houses opposite 23 Fishery Lane (a green with flats). Application “crept through”; however GE has stopped company from building them.




e. Deepthatch, Manor Road – current plan thought to be inappropriate. Has been refused twice. New application received to alter garage.




ACTION – PF did not feel it to be inappropriate, if plan amended.
















5. Topics for discussion








5.1 Bridge Railings Issue




All agreed that the meeting held at the URC Hall had been successful with regards to the attendance BUT in terms of resolving the problem it had been unsuccessful, particularly with the County Council failing to communicate with the Islanders. The independent engineer’s report requested by GE, during the meeting, had been received and the evidence showed that the proposed railings design met the requirements and GE had to admit defeat. PF circulated a letter from the Department of Culture, Media and Sports and the contents identified that HI bridge did not meet the criteria for listing. It stated that, whilst the setting was charming, its design did not have special merit.




ACTION – PF proposed a strong presentation from HIRA committee to attend David Willett’s surgery at Havant on Friday 17th May and raise concerns on behalf of the residents.








5.2 Northney Lights




Northney residents had been successful in preventing the new lights erected in their area from proceeding, with the help of Councillor Erlebach. TH had secured the plans for further streetlights proposed for Hayling Island by the Focus Group. The feeling in the committee was that they were generally not wanted, whereas footpaths in the affected roads were to be desired. Roads involved included Ferry Road and Northney Road from the Langstone Hotel to the bridge.

7. Membership Secretary’s Report

8. Treasurer’s Report




SA, newly elected as Treasurer, has received two subscription renewal requests – Open Space Society and The Council for the Protection of Rural England. Both subscriptions are to be renewed.









Over £3000.00 in current account.








9. Chairman’s Report




Covered: Bridge railings, lighting, visit to see David Willetts, open meetings and car park.








10. NEHRA Report




Planning- Meadow Farm Nursery, Woodgaston Lane, have applied for a bungalow to be built in their grounds for their workers. The villagers do not feel able to object on planning grounds.









11. Reporter




TH felt that there was adequate material for the Islander article, but of course welcomed input from committee members.








12. Any other business








a. Health Centre car park: fees discussed, but action on proposals not decided.




ACTION – TH to discuss with GE




b. Sand washed away by winter storms replaced in Spain, but not Hayling Island.




c Hayling Hopper to cease as from June. This is was a service for the residents of Northney. However, a taxi service will take its place. Residents will be asked to sign as members: the cost should be about the same. Hayling travel token users can also use this service. The proposal for this dedicated taxi service in Northney, to replace the generally poorly-used bus, was to be welcomed and possibly extended to other parts of the Island
