HIRA Executive Committee Minutes for 11th June 2002.
Held at Sunnyside Hall, Webb Lane
Present: Paul Fisher, Chairman, Paul Bleiker, Vice-Chairman, Fred Gibson, Shirley Adams,
Lois Neale, Gill Leek, Mike Weedon, Colin Richards, Anthony Higham
Councillor: Gordon Erlebach.
Gordon was congratulated on being elected mayor.
Apologies. These were not recorded; C Wise was expected but did not arrive.
Approval of previous minutes.
These were approved.
Matters Arising.
These had been confusion about the new Northney bus replacement taxi service. Colin Richards stated that
anyone living in the designated area was entitled to register.
Community Safety Focus Group. After discussion it was agreed that HIRA was at some fault in not
attending these meetings even though representation was offered and available. HIRA promised to 'try
to do better'.
Planning.
Colin Wise did not turn up, though expected (had phoned to say he was not well). In his absence the following was discussed:
The Havant District Plan was now being processed and a meeting was to take place on 23"* July. Theo
Tott and others were expected to attend.
The filll inquiry would start in October and continue until February. The full event timetable would be
available in September.
Various developments would be vigorously opposed, particularly North of Goldring Close, in Bound
Lane, the car park in St. Mary's Road and excessive expansion of the Hayling Billy Business Park.
We also wish to support the inclusion of other roads on the Island in the category requiring special
consideration before any development is allowed.
A member reported being lobbied by an islander to support a particular development. It was confirmed
that HIRA did not and would not act to support particular individual's aims.
Topics for discussion.
The Bridge parapets.
Further discussion took place on this matter. It was confirmed that David Willetts had approached HCC,
but no outcome had been reported.
Generally it was felt that little more could be done but that more support for Islanders' views would
have been appreciated once the furore had broken out.
Street Lights.
Action had been taken on the Northney elements of this, but no response had been received from
Islanders on the other aspects. Thus HIRA has little axe to grind.
July Open Meeting – Island Health and Medical Services
It was agreed to proceed with this. It was hoped to include presentations from the local Doctors, Nurses, District Nurses, Maternity
Nurses, Local Health Trusts, H Docs and the V' Responders. All these were being approached.
Correspondence.
Protest against Goldring Close - View supported by HIRA.
Ted Gale re. Bridge. No further action.
Langstone Residents, still with concerns about Budds Farm.
Football Club activity at School. HIRA to obtain copy of plans.

It was agreed we should continue membership of the Campaign for the Protection of Rural England and the Open Spaces Society.
Reports.
Membership. Statement of current position.
Treasurer. Finances up on last year.
Chairman. Report with Colin Richards about the Hampshire Federation of Residents
Associations and their activities. A somewhat moribund organisation, but with direct access to HCC
Committees. Should not be allowed to die. Topics touched on recently include the new national parks,
mineral policy, transport etc.
Date of next Meeting 7th July at 7.30.
Summer Supper. Paul Bleiker has kindly invited members and wives etc. to an American
supper at his house on 12th July at 6pm. (31 North Shore Road). Later changed to 19th to accommodate the chairman, who would be in France.
