Minutes of Meeting
Tuesday 13th January 2009
Held at Sunnyside Hall, Webb Lane

1. Present: Paul Fisher, Bruce Bennett, Tony Higham, Louis Neale, Dale Norman, Colin Richards, Carole Ann Evans, Zack Allgood & Allan Priddy (Guest)

3. Matters Arising From Minutes None

4. Planning Issues
No planning permission for Carvery sign at The Barley Mow fixed on Council ground verge.

Early days, but the owners of the potential site at 260 Seafront (Andy Biggs & Mike Mountifield) are looking at the possible ways forward.

The Amenity Tip will soon be closing at 5pm instead of 4.30pm during the winter.

Mill Rythe Holiday Centre has a like for like redevelopment and no objection.

5. NEHRA
Ongoing saga relating to the red phone box in Northney, as BT will not sign over to an organisation but will do to an individual – still in limbo, but worry that BT will just turn up and remove.

Following the meeting with Environmental Agency and David Willetts regarding shoreline defences, it has now been confirmed that private individuals/companies may repair & maintain existing defences. Agreement has now been made for flood defence work for The Billy Trail, the road by Texaco Garage, Northney & Mill Rythe.

Letter received from James Humphrys (EA) that monies are now not available until 2012/3, rather than 2010, as originally planned.

6. Topics for Discussion

Treasurer’s Report
Brenda had reported to Paul that HIRA was solvent with money in the bank and membership fees were due but slow to come in.

6.1 Community Board Report
Two presentations, one from Stagecoach where Tony raised the issue of a bus service linking West Town & Mengham and also looking at late night services particularly to Portsmouth but not supported by the public who prefer to share taxis. The second from Safer Havant Partnership where from 12th January customer advisers will be at hand at the library from 9.30am to 4.30pm on Wednesdays as a liaison between various agencies.

Digression
Hampshire Fire & Police meetings have been attended by Paul. New Chief Constable Alex Marshall has stated that if a crime is reported, police will attend at the earliest opportunity or if not urgent will contact to arrange a day and time. Paul explained that the Police Authority was akin to school governors, while the Police Force delivers the policing service, like the head and teachers provide the education.

Tony went on to talk about police pay, which Carole pointed out was not relevant to this meeting.

Liveability has funds available and proposes a sign to be erected at Eastoke Corner for the ‘Eastoke Plaza’ which currently has no sign.

6.2 MTI Report
Discover Hayling Exhibition at New Town being planned for 28 February 2009 for one week being opened at 2pm by David Willetts.

6.3 Open Meeting
Thursday 15th January 2009 – Subject Water
Portsmouth Water will talk about supply and Southern Water will talk about disposal. The local ‘anti-fluoride’ group will be attending to raise their objections and Paul has gathered info relating to fluoride’ from the South Central Strategic Health Authority i.e. the pros & cons, in connection with the recent public consultation in Southampton. The Lions have been asked to provide refreshments.

6.4 HI Y Café
The Sports Centre Committee has given the older group who attended Tuesday evenings two weeks notice, after seven years. New site required for 14-16 year olds but Dale via the MTI is looking for suitable premises for all age groups. Judo Club looking to take over ownership of the premises in Mengham Park. Bridge Centre have offered a ‘fill in’ but only whilst negotiating on new premises.

6.5 Local Council Campaign
Mike Fairhurst & Lee Abraham have sent notes to Paul following the previous meeting. Paul attended an All Party Group Democracy meeting on 10 December at the House of Commons.

Agreement to proceed with Parish/Town Council status, but Colin was still unconvinced of the benefits.

6.6 HIRA website & publicity
Discussion relating to the letter in Hayling Islander relating to our website and it was agreed that it needed revamping, to make it more dynamic. It has recently been updated.

7. Correspondence
• Paul receives regular briefings from Chichester Harbour Board with details of events
• New sales particulars received relating to the sale of The Rose in June and all agreed the asking price and rental required was totally unrealistic in this market
• Hants Action Team meeting ‘Adapting to Climate Change’, attended by Paul
• New Pharmacy now open in Mengham, though now in Elm Grove and not Mengham Road

8. Islander Report
Tony Higham will prepare for the next issue of The Islander.

9. AOB
• Alan Priddy will be hosting a meeting at the URC Hall re the Future of Hayling on Friday 16th January 2009.
• Library has funds now for the development of the Community Room – Zack was concerned that this information hadn’t come through to him and will be checking that he is still on the relevant data basis to receive info. Paul had attended a recent meeting with library officials.
• Tony, having been on one of The News tours held by Johnson Press and noting their Educational Centre which was available at no charge, thought this could be of interest to the youth groups of Hayling.
