MINUTES OF EXECUTIVE COMMITTEE HELD AT THE SUNNYSIDE HALL, WEBB LANE , HAYLING ISLAND TUESDAY 12TH FEBRUARY 2002 7:30PM




PRESENT : Paul Fisher (PF - Chairman), Paul Bleiker (PB - Vice Chairman), Colin Wise (CW), Tony Higham (TH), Mike Weedon (MW), Lois Neale (LN), Fred Gibson (FG), June Stowell (JS - Secretary), Jan Arkcoll (JA- Minutes Secretary), Colin Richards (CR), Shirley Adams (SA), David Turvey (DT)

APPROVAL OF JANUARY EXECUTIVE COMMITTEE MINUTES




The minutes were approved and accepted






MATTERS ARISING FROM THE MINUTES











  • Apart from TG attending, there were no other councillors present at January meeting. See AO





  • Gill Leek's absence has been noted for some months - concern as to whether she wishes to continue serving as executive committee member. ACTION JS to make contact





  • JS contacted Langstone regarding previous correspondence - no feedback received










PLANNING ISSUES











  • Weekly Yellow sheets - can be requested via e-mail from HBC





  • HBC District-Wide Local Plan Meeting to be held on 15th February 2002. TT to attend and feedback to the committee at the next meeting in March. (N.B. There is an exhibition of the revised deposit plan at the Hayling Library on Saturday morning, 9th March. Members are encouraged to visit this and perhaps to put on their 'membership recruitment hats'!)





  • Applications









    • 53278/011 Hayling Hardware - Incorporating existing garage and shop into one total shop front. CW commented on excellent proposal, which will increase the capacity of the store and improve road frontage.





    • 51267/002 222 Havant Road (Avenue Road / New Cut)- Erect 4 bed chalet bungalow. Adequate space, excellent plan.





    • 59605/000 12 Hollow Lane - construction of 2 x detached dwellings, one on either side of the




      Garden House rest home. CW / TT have made their comments, on behalf of HIRA , stating plans are unsatisfactory for many reasons - over- intensive use of site, emergency access to rest home, 6 parking bays, overview adjoining properties, access conflict with Garden Close opposite. Generally "out of keeping " with neighbourhood.















  • Traffic through West Town - following on from last meeting, when PB commented on the dangers of the narrow paths opposite the old One-Stop convenience store. It was hoped that the development of Skippers site could lead to improvements. Speed of the traffic passing through was also a peril and signs to reduce were suggested





  • Footpath near The Pound - FG brought this problem to the attention of the committee at the last meeting. Response has still not been received from the Council Safety Officer. ACTION FG to chase up





  • 'Fast Track' sheets - these are produced by HBC to deal with planning complaints/queries, in duplicate and are detailed. CW generated a FT sheet 3months ago - no response. To chase up..





  • Lower speed limits - following on from last month's discussion raised by TH in his article to the Hayling Islander, with reference to Mengham - pelican crossing / speed of traffic/ risk of accidents. This led to a discussion about the effectiveness of measures to reduce speed in the shopping areas of Hayling generally, with no concensus on the best method. However, many attending the meeting agreed that TH should follow up enquiry with suggestion to improve the Bentley Walker crossing and Mengham (near Post Office). ACTION TH





  • Wayneflete Hotel - appeal turned down based on council's original plan (2001) to encourage hotel accommodation and tourism on the island. Raven Estates commented that the plans have since been submitted for converting development to flats x 6










TOPICS FOR DISCUSSION











  • Membership Campaign / Identity Badge - FG received some response from TH article in the




    Hayling Islander (FEB). 3000 leaflets printed @ £280, two local organisations contributing financially towards leaflet. PF canvassed on the 9/2 homes within his vicinity and obtained successful results, recruiting some lapsed members. He received positive response with no objections to the increased sub. (N.B. Please get in touch with Fred to get a list of members in the streets local to you, so that you can pay them a visit). Leaflets -Circulated to the Library, Estate agents, New Town Hotel, Tourist Information





  • Dates for meeting the people - 9th March 2002 between 10:00-1:00, The Library.




    Advertising via HIRA Noticeboard, Library and other local noticeboards (HBC). Volunteers to help out are as follows:









    • 10.00 - 11.00 DAVE TURVEY , LOIS NEALE





    • 11.00 - 12.00 FRED GIBSON, JUNE STOWELL





    • 12.00 - 13.00 PAUL FISHER, JAN ARKCOLL




      ACTION JHA to provide trestle table for Saturday. Also to check with the Library for window display space to promote HIRA.



















  • Website - Interactive version on its way. ACTION PF





  • Open Meetings 2002 - Following on from a very successful Open Meeting last year with emergency services - First Responders/Coastguards/Fire Services etc. PF suggested that the next Open Meeting in April be a health services evening - District Nurse role in the community / Nurse Triage service (surgery /hospital) / HDOCS (out of hours service). The following quarter, in July - Hayling Bridge - debate / speakers etc. AGM to follow in October, possibly with a QA PFI presentation.





  • Committ ee Membership - BH has tendered his resignation due to ill health, therefore a new




    Treasurer is required. PF asked executive committee to consider a suitable person to take on the task. CW continuing to help out with planning issues until another person is found. Peter Walker, an architect, has expressed interest




    ACTION to discuss March meeting. JHA has agreed to take on the role of Minutes Secretary whilst JS retain her role as Secretary. Both to work together. Recruitment - Still space available to recruit more members.





  • St Mary's Development Committee - In March a presentation from Jenny Owen to discuss




    plans for improvement - heating, lighting, interior seating.










CORRESPONDENCE

Membership Secretary's Report




FG felt that the new campaign was going to be time consuming. A full report would be made available at the next meeting. Meanwhile, all members were exhorted to visit and sign up current and former members, as well as new members.

REPORTER




TH expressed surprise that he had not received any response to his last article in the Hayling Islander, particularly as he had posed many questions. For the March issue he will advertise the coming events - Open Meetings, with particular emphasis on the Bridge debate. Also he will promote the HIRA website.






ANY OTHER BUSINESS











  • Feedback on the last Open Meeting with Helen Davies, English Nature, was favourable by all who attended.





  • Beach Management Meeting - 27th February 2002 - Business operating on the beach/ volunteers /windsurfers invited.





  • Councillors' absence - Last month there was poor representation from the Councillors and this month none. Committee expressed their disappointment and hoped this was only temporary.
