Below are the minutes from the regular Hayling Island Residents Association meeting held at the Sunnyside Hall on Tuesday 11th March 2003.

1 . Apologies and Welcome - Apology from Councillor Gordon Erlebach. Welcome to Sergeant Duncan Warry, representing Hayling Police Force.
2. Sergeant Duncan Warry, Havant & Hayling Sector, Hampshire Police Force.
Inspector Carrie Pither was invited to talk to the Executive committee, but was unable to attend at the last moment. Sgt Duncan Warry came to talk about the new police arrangements on Hayling and to answer any other questions.
His introduction came as a surprise to the attendees, by stating that the general rate of crime has been relatively low and particularly over the past few years since certain establishments, enticing crime, had closed.
Having support and co-operation from local establishments and educating the youth,via school visits, has been very beneficial and helped reduce the crime figures.
Under the new scheme, effective from 1st April 2003, Hayling would be allocated 6 constables plus Sgt Warry. They are initially responsible for the Island throughout the day, early am until late pm, and would only carry out other tasks if operational help was necessary off the island. There would be two shifts a day with 2 constables per shift. Night cover would be provided by Havant as usual.
Inevitably, questions followed and some answers not possible:
· Speeding on the Island, notably the Seafront and Church Road.
· CCTV – defective at present. Has proven to be very successful.
· Youngsters / Parents parking at the Mill Rythe Infant / Junior Schools – congestion, parking on the grass verges, blocking residents’ entrance to their home – see 6.3.
· Fuel Emission checks – traffic congestion
· Road traffic management
· A First responders Police emergency services scheme

3. Approval of February Executive Committee Minutes – Minutes approved.
4. Matters arising from February minutes – Nothing to report.
5. Planning Issues
a. 02/54822/007,008 – Flats at St Catherine’s Road/ Seafront
008 – 6 Flat block refused. 007 – 5 Flat block – decision deferred by the Planning Committee. New revised details under consideration.
b. 02/59605/002 – 12/14 Hollow Lane – Demolish existing rest home. Replace with 10 x flats (reduced from 12), similar to 001 with revised access. Adjoining neighbours have written to object.
6. Topics for Discussion
6.1 HBC Budget- TH spoke briefly about government cuts and the shortfall of £24 million. He then provided a breakdown of % : 78% Hants CC – roads, education etc, 8% police, 14% Havant Council
6.2 The Future of Funland – conflicting stories about the much publicised drop ride. Funland have reapplied. The majority of members attending were for the ride and raised no objection.
6.3 Parking at Mill Rythe School- PF had received calls and letters objecting to the grass verges being used for parking and now becoming intolerable. Other complaints were about congestion at school entrances, residents access to their home being blocked. An improvement to the access is being requested and it is understood that Councillor Ted Gale is attempting to acquire additional parking at Mill Rythe.
ACTION – PF to respond to letters
6.4 April Open Meeting – TH has organised the meeting for Thurs, April 24th, URC Hall. Representatives from Hampshire CC, Havant CC, English Nature, Hampshire Wildlife Trust are expected to attend and discuss the location and function of the local Nature Reserves.
