HIRA Executive minutes November 2003

Below are the minutes for meeting held on November 11th 2003 at Sunnyside Hall.
Present.: P Fisher (PF), F Gibson (FG),), L Neale (LN), A Higham (AH), C Richards (CR) (N Hayling). Councillor: E Gale (EG), A Lenaghan (AL), Vic Pierce-Jones
(VPJ).

Minutes of October meeting.
These were approved.
Matters Arising..
It was noted that TESCO were not believed to be behind the proposed
development of the West Town Garage site
The hope was also expressed that the TESCO site would be landscaped better
and maintained than had been the case in the past.
R Bond was believed to be selling up with restrictive covenants preventing
another convenience store being operated. A beauty salon is understood to be
opening in his shop.
PF said that issue of disabled access to HISC was probably a storm in a teacup
as it appeared that appropriate facilities had been provided.
Planning.
Vic Pierce-Jones floated the idea of a joint HIRA/Bosmere 100 approach
to planning application assessment. Martin Clark was identified as a possible
person to provide a single approach on this topic
Discussions were proposed and subsequent to this meeting it is understood that
the two organisations have not been able to provide such combined approach for
the moment.
Someone questioned the point of planning decisions when they could so easily
be reversed on appeal.
AGM Review.
This was felt to have been a good meeting but with poor attendance.
The Police presentation was felt to offer little in areas such as limiting
vandalism in the Park.
The review of progress on the hayling School football development was felt
to need considerable funds and may not proceed as qickly as had been hoped.
Future Meetings.
These were discussed and it was proposed to attempt to address:
E-government, i.e. access to the activities , decisions, payments to and from
government at the local level, particularly HBC and perhaps HCC. Contact has
been made on this ad is earmarked for April.
Sea and flood defences, in particular why is progress on East Hayling schemes
now years behind, probably for July.
Meeting with our MP, probably for next AGM and,
The future of the Billy trail, probably for January.
It was felt these were reasonable topics of general interest to residents.
These meetings are being set up.
Membership.
This is a severe problem. We hope to canvas five-year lapsing members
personally.
NEHRA.
CR said some planning applications were proving difficult to resolve
it terms of whether RA should support or oppose them.

Parking near TEXACO garage.
AL said this was being considered. Problem is attitude of English Nature. Nature
Reserve Management forum had not considered this even though it had been raised.
HIRA supports the idea.
