Planning Issues
Robert Blindell, our new planning officer, presented a number of items.
Flats and Parking Spaces
The committee felt that the general issue of reducing the number of parking places provided for residences was quite ridiculous and should be resisted wherever possible.
Rainbow Club
This application was ‘on hold’.
Site next to Barley Mow
Initial plans were being drawn up for this site to be developed. HIRA is to track any application.
Hayling Trailers
Application to develop site on move of present occupier to new premises is on cards. HIRA felt developments proposed were inappropriate to location, not in accordance with Borough Plan and were so informing HBC.

Billy Trail Report
HIRA feels that Atkin’s report misses an opportunity and has taken little note of the comments made during the consultancy period. For what is on offer, cost is high and would be better spent on meeting the requirements of the potential users of the trail.
HIRA noted that Ted Gale had written opposing the position of English Nature in respect of repair to the Trail at its southern end.
Drop Ride
This was nearly complete and would open shortly. (I observed the ride after it had opened and all the fears about noise are totally groundless. Adjacent rides and their occupants are far noisier and are of a more continual nature.)
Hayling Casino
We are reliably informed this rumour was just that. But we should keep monitoring this matter in case of any future development.
Land to the West of Sinah Warren.
Sinah are to tidy this up but HIRA would like to know what long term plans they may have.
Broadmarsh Plan
Most of southern Havant is against the plan. Hayling views are less clear. However we understand that the Borough plan (which should now be published) will clarify the situation.
Bright’s Lane
PF had passed on comments to HBC.
Other Items.
Vandalism and ASBOs
It was commented that Anti-Social Behaviour Orders had been issued in Waterlooville and the question was asked whether they were appropriate to the situation in the Park.
Apparently individuals have to be threatened and the orders cannot be applied to locations. It was also reported that the problem in the Park may be on the wane and so not need so much attention in the future!.
NEHRA
The traffic calming activity in Northney was to be the subject of a public discussion meeting. We await the outcome with interest.
CR brought up the topic of the concept of local communities developing their own ‘Village Design Statements’, laying out how they would like their locality to develop (or not) in the future. Northney was thinking of doing this, Emsworth were reputed to be proceeding on the matter and the Langstone Village version is almost complete. The question was asked; should Hayling do this as a whole or should it be done individually by the various ‘villages’ on the Island? This would seem to make sense if Northney is considering its own statement. Individual contributions might be consolidated into a single document for the Island.
We need to discuss this further.
Membership
PF proposed to mail lapsed members asking them to renew their subscriptions
Open Meeting
PF confirmed that this would be on the present state of implementation of the Sea Defences on the Island. Thursday 15th July URC Hall.
