We wish to lodge, in the strongest possible terms, on behalf of Hayling Residents, our objection to the proposal to introduce charges for all parking at the Hayling Health Centre, Elm Grove.
We note that one of the main reasons used in justification of this decision is the level of abuse by the public of the free spaces, whilst using the facility when in fact parking to shop, rather than visiting the Health Centre. We should like to see evidence of this, since we feel, from our own experience, that this ‘abuse’ is minor.
Rather than making the spaces totally chargeable, we suggest that Health Centre staff should continue to be able to park free of charge, when displaying an appropriate sticker; that disabled drivers should be allowed to park free of charge, when displaying the appropriate permit and that the other spaces should be available free of charge to Health Centre visitors, who could obtain and display an appropriate sticker, provided by Health Centre staff at reception, when on legitimate business. Any other users should be subject to a fine, having been given adequate time to obtain a ticket.
