Ex-Local Councillor caught fly tipping

Residents caught a former councillor dumping loads of rubble opposite their home.
Bob and Wendy Tobin photographed Ex-Councillor Christopher Mincham illegally tipping the waste on four separate occasions.
And it was their pictures that helped ensure Mincham was hauled before the courts for fly-tipping.
The Tobins spotted the former councillor and other labourers illegally tipping the waste into parking bays.
The rubble was dumped in to bays outside flats in Norfolk Crescent, Seafront,  on August 11, 12, 13, and 14, 2003.
When Mr Tobin, saw what was going on he decided to take photographs and called in the Environment Agency.
A jury at Portsmouth Crown Court found Mincham guilty of four separate counts of illegally dumping waste after he pleaded not guilty to the charges.
Mincham, of Seafront was told by Recorder Stuart Jones that he would not face a custodial sentence.
But when he returns to court to be sentenced next month the judge has the powers to impose a unlimited fine.
