HIRA Minutes of meeting held on March 8th, 2005

Present: P Fisher (PF), Robert Blindell (RB), D Turvey (DT), L Neale (LN), N Marsden (NM) and Lesley Marsden (LM).
Councillors: None.
Apologies: A Higham, A Lenaghan, C Richards and S Adams. Minutes: Approved, except 286 Seafront should read 386 Seafront. Actions: Completed. Matters Arising: None.
Planning.
'The stables' in West Town appears to be going ahead. 386 Seafront has been turned down. 173-175 Southwood Road has been withdrawn.
New applications: 9 Birdham Road - 3 x three bedroom houses, 60 Sinah Lane - 2 detached houses, 93 St Marys Road - 2 bed house with garage and permission to lop an overhanging tree requested. Next door to Hayling Billy - shop with flat above.
Community Board.
PF reported that he'd asked the committee to define the difference between the community board and the residents' association, i.e. our objectives are the same, so why have the two bodies? Shouldn't the board be integrated with HIRA, rather than the other way round? This is on the agenda for the board's next meeting (10/3/05). PF will be attending and will report back.
Hayling Ferry.
Good News. PF has been assured that the ferry will not be closed, it's just a matter of the relevant parties getting together - The Harbour Board, Portsmouth City Council, Hampshire County Council and the ferry operators. The service will continue.
Correspondence.
PF has had a letter from a lady who used to live on the island, re land by the sailing club (the old hospital site). She is concerned that this is a prime site with lovely views, wildlife etc., and, now that the sailing club has been upgraded to Olympic status, the land should be retained for general public use. RB said he may be able to throw some light on this - he will investigate and report back. The residents' association would not like to see this land developed.
AOB
PF reported on an article in The Hayling Islander about HBC's draft Strategy for Regeneration. The report raises some question of credibility, in that regeneration probably won't happen. PF and AH wrote to say the report is 'worthy but not credible'.
DT advised the meeting that HBC wants to restrict an area of the beach/sea by the golf club for kite surfers. It was agreed by the association that there is a need to embrace this activity, for the good of the island as a whole.
LM asked for suggestions regarding a fund-raising event concerning a local man who has been diagnosed with a debilitating illness. RB and DT gave some informed advice re disability benefits, for which LM and NM were grateful. PF planned to approach Hayling FC for something to auction or raffle on the night of the fundraising event. (Saturday 28th May - Lily Sugars, Creek Road).
PF had noted with regret that the editor of The Hayling Islander, Pat Holt, is leaving to go travelling. It was agreed she'd be difficult to replace.
