Mincham ordered to pay £17,000

The former councillor,Christopher Mincham has been fined over £17,000 in fines and costs after he dumped several truckloads of rubble and rubbish on the Seafront Road at Hayling. Mincham employed all the possible delaying tactics to prolong his appearance in court, that it took the Environment Agency two years to finally get him to court.
Mincham was fined £600 for illegal tipping of rubble adjacent to flats he was renovating. He was also ordered to pay the prosecution costs of £16,355 by Recorder Stuart Jones, The recorder told Mincham he had 'doggedly and wilfully refused to co-operate' with the court.
Over the last 2 years, Mincham failed to appear at court on five occasions.
The former Havant councillor, who was also convicted of four counts of fly-tipping earlier this year, spent a night in the cells for failing to appear at Winchester Crown Court for sentencing.
Mincham, of Beach Road, Hayling, now has 3 months to pay the full sum or he will be arrested and presented to the courts again.
