HIRA Minutes of meeting held on December 13th, 2005

Councillors: None


Apologies: Shirley Adams (SA), D Turvey (DT), Nigel & Lesley Marsden (NM &LM), Colin Richards (CR), Cllr. A Lenaghan.


Minutes These were approved.


Actions. Roundabout issue being pursued, PF to write letter.


Matters Arising. Langstone Sculpture. PF raised the cost of the roadshow and queried whether HBC could afford to spend money involved in fighting a foregone outcome.


Planning. Higworth Farm. The committee were informed that this had been sold to a leisure company. Plans had been submitted for a major revamp of the core facilities, including a new indoor pool. After discussion, the committee felt it should support the plans and commented that it hoped there might be some community benefit in terms of possible access for residents.


The committee commented that it felt road access should be improved and made safer and BB was asked to write to HBC accordingly.     Action: BB.


99, Church Road  An application had been submitted for an additional dwelling within the existing garden boundary. It was felt that this would be difficult to object to and it was proposed that no action be taken.


Community Board & related initiatives It was noted that the sculpture had been rejected by 84% of those who voted.


Living Landmarks (Big Lottery Fund) This new initiative was being fronted to the Lottery by HBC, for a programme as large as £24M. The aim was to use the fact that Hayling was the originator of boardsailing to develop a major facility to support this and other water activities. It was hoped to have some Olympic role. This programme was linked to the Peoples' Millions ITV programme, although it was unlikely that this would impact on the Hayling proposals.


The committee were enthusiastic about the idea but there were a number of factors that could raise considerable local discussion.


NEHRA There was no report.


January Meeting This would proceed as a presentation of the final Eastoke Corner plans and discussion of other proposals including perhaps the Living Landmarks item.
Action: PF et al to arrange.


Christmas Card PF tabled his draft of this year's communication and it was warmly supported.
