2. Approval of March Executive Committee's Minutes









The minutes were approved and accepted.






 






3. Matters arising from the minutes






Councillors - In February minutes it was documented that there was a recent




lack of councillors making an appearance at HIRA meetings. Unfortunately, under




the new council arrangements, meetings are now frequently held on Tuesdays,




coinciding with our meetings, as pointed out in a letter received from Councillor




Erlebach.






 






4. Planning Issues






a. 49 Staunton Avenue (54163/002) - original application for bungalow turned




down on appeal. Re-submitted taking into account the inspector's comments showing




the site has been enlarged, landscaped and the access widened.




ACTION - Although HIRA originally objected, it was agreed by the committee not




to pursue with objection as proposal acceptable.




b. 24 Alexandra Avenue - Application turned down. Letter sent to J. Batchelor,




HBC, from HIRA, response received 8 /4/ 02. However, likely to appeal.




c. Howards (53376/01), Mill Rythe - No significant change. Unlikely to affect




residents. Intensive landscaping already evident. Other organisations - English




Nature, Chichester Harbour Board, likely to oppose the application.




ACTION - HIRA not to pursue. Other interests have stronger opinions.




d. Hayling Bay Hotel - New application withdrawn.




e. Gable Roofing - application rejected. To submit revision, taking into consideration




the inspector's report.




f. 11 Bound Lane - Compulsory purchase rumour. Last month the committee raised




strong objection. They would like the inclusion of the site in the Plan to be




withdrawn.






 






5. Topics for discussion






5.1 Bridge Railings Issue






Originally the next HIRA Open Meeting was to have been 2/3 presentations from




Health Service representatives - Hayling Health Centre and HDOCS. However, since




the last HIRA meeting the Langstone Bridge and its railings has raised much




debate amongst local councillors and Hayling Islanders. As PF considered the




issue to be very important,

he asked the committee to agree to the change of programme and to join forces




with GE and others, who had already organised a public meeting on the same day




as the HIRA Open meeting.









THURSDAY 18TH APRIL 2002 7:00pm United Reform Church Hall









GE went on to explain that he and FP and some other HI councillors had not been




involved with discussions concerning the bridge and yet the Langstone Village




and




Residents'Associations and their councillors had been invited to provide opinions




and




approve the new bridge railings and lights.




GE felt that 19,000 HI residents were entitled to same treatment, hence the




decision to




act promptly, by organising a meeting. The Hampshire County Council Leader




Ken Thornber, had been invited to attend, explain, listen and action.






ACTION - PF to summarise the meeting for TH's article in the next issue of




the Hayling Islander. GE to provide posters. PF to provide flyers and banner




for the bridge. JA to check prices for flyers and banner and to report back




to PF.




NB: CR, NEHRA will not be able to attend the meeting but he hopes that many




of his members will attend to support HI councillors / HIRA






 






5.2 Website - www.hayling.co.uk/hira






A copy of the membership form and last month's minutes are available on the




web site. It is being used and PF will keep a note of "hits" received.
















5.3 Open Meetings 2002






Defer Medical Services presentation to July 2002. For the October AGM Open




Meeting it was suggested a presentation from the HI Twinning Association would




be welcome.

5.4 Membership Campaign Review - see ITEM 7.

7. Membership Secretary's Report






FG reported that on the address list are 975 members, of which 433 have paid




and 542 lapsed. To continue with the recruitment campaign.




ACTION - TH requested cash intake statements each meeting.






 






8. Treasurer's Report




Funds as at 8.4.02 totals £2999.52. Subscriptions to date amount to £568




- half way through the financial year, down from last year. The average membership




sub income per annum over the last five years has been £1330. A question




was raised about the usage of funds - PF responded by saying the funds can be




used as a fighting fund for employing the services of an expert to support a




cause. The funds can also be used to "enhance

community amenities." JA queried if a banner might be considered in order




to promote HIRA events, such as Open Meetings, as the sign currently used was




not large enough.




ACTION- JA to speak to Scott Hodges and report back to PF.






 






9. Chairman's Report - Nothing extra to report.






 






10. Reporter






TH will not be able to attend the Open meeting, but PF will write a summary




of the evening debate which will be submitted to the HI for April issue.









TH also commented about the March issue article referring to a First Response




Police Service but no feedback received.






 






11. Any Other Business






a. Hayling Health Society - Trees being planted to enhance their land.






b. Hayling Golf Club - Fence intrusive









c. NEHRA - CR asked the committee if anyone was aware of the Havant Community




Safety Partnership Local Focus Group who appear to have liaised and involved




local organisations such as HIRA / NEHRA to improve lighting in the Northney




area, installing a further 15 lampposts. Future schemes have been proposed for




the Northney Road, Copse Lane and Ferry Road.






ACTION - CR to pass letter on to PF. Replies to be sent from both organisations.











Date of next meeting - Tuesday May 14th at Sunnyside Hall.






Please submit agenda items to Paul Fisher no later than 24 hours before the




meeting.
