2. Matters Arising from Minutes 12th December


 Christmas Newsletter
Well received and all agreed that it was the right format for an annual newsletter.


 Rainbow Site and Beachlands
The Portsmouth Housing Association has agreed to rein back, to give time for deciding future plans for the site.  In the meantime the PHA will be clearing the site and erecting fences around it. Paul had sent his letter to the planners and awaited a reply.


 New Ham Field Building 
The rumour that it was to be for offenders was not correct.  It had been sold privately and the planned development  seemed to be in good style.


 Bourne Leisure - Sinah Warren
We had written to request that safety measures should be considered for Ferry Road, in conjunction with this development and had been assured that our concerns were being taken on board. However, under the new manager it was not clear whether the plans would be carried out, according to AL.


3. Planning


 Bosmere Field
There was a general meeting arranged at the Civic Centre on Thursday 11th January 17.00.  This meeting would cover all aspects of the  proposed planning development.   Paul and Andy would be attending.


St. Mary's Road
Planning application just in for the demolition of the existing bungalow and the erection of two four bedroom houses.


4. Topics for Discussion


4.1 Community Board and Liveability Fund Update
Work on Phase I scheduled to start on Thursday 11th January to be completed by Easter.  Work on the Highway to be held over until September to avoid any problems over the holiday period.



4.2 M T I 
Although a bit behind with the collection of money, the launch of the DVD Postcard  was on time. The theatre was booked and tickets available.  There had been no money from the HBC as this was deemed a commercial venture.  It was suggested that it was worth a try with a direct approach to them for funding.


The results of the Transport section of the Health check would be sent to Stagecoach for their consideration.


Andy reported that Sarah Snowden had made an excellent presentation at the Tourist meeting.


4.3 Palmerston Road Car Park
As part of a policy to enforce children to take more exercise there was a proposal to close off the end of Palmerston Road to parking. This would cause many problems for residents due to lack of garages and off road parking for their cars. With all the problems likely to be aired, this option is likely to be a 'no go'. Concern was expressed that HBC are planning to make the St Mary's Road car park a paid one


4.4 Pride of Place 
Discussions have taken place at HICB regarding the implementation of this initiative, principally the schemes for litter picking by the youth and control of crime reduction by the community.  Litter picking came up against Health and Safety rules and the Community Board had no manpower to take on control of crime reduction.  A suggestion was made that the South Road Police Station be  closed and a more convenient site be found for a people to drop in. An approach to be made to a senior person, either in the Police or Borough Council, who had some influence for this proposition.


Tony stated that a local boutique for teenagers had managed to involve students from Hayling College, by getting their advice on teenage fashions and staging a fashion show at the school with their participation.

 Proposed new map of local plan for Hayling Island - held by Carole.

 Changes to Sunday timetable of Sunday buses will affect some churchgoers.


 Margo pointed out the problem most elderly people have with getting on
 and off the old buses that were used on Hayling Island routes.
