EXECUTIVE COMMITTEE MEETING

Matters Arising from Minutes


 


                        Rainbow Site and Beachlands nothing further to report


 


                        New Ham Field building normal commercial development


 


Councillor Collins had been invited to the meeting as an observer and John  Perry


due to his interest in St Catherine’s Road.


 


4.         Planning Issues


 


            Appeal re 40 St Catherine’s Road.


 


            John Perry explained that this planning application for 4 houses would mean


            extensive pruning of trees and shrubs and the removal of trees covered by          TPO’s.  The committee were agreed that we should strongly oppose this


            application.  Summing up, Paul said that this development would set a serious    precedent, damaging to St. Catherine’s Road and the whole area and that we


            deplore any attempt to overturn TPO’s.


 


            Yew Tree Road            no objection to application.


 


Tournerbury Farm        Not against application but object to location of microwave mast.


 


Dilkusha                       This development of 33 flats would make maximum use of the site and its sheer bulk would not be in keeping with anything else on the sea front.  It’s design is nondescript. A survey had shown that there were still one bedroom flats unsold after a year on the market. The number of parking spaces were totally inadequate. Object totally. The whole committee to sign letter.


 


5.         NEHRA          Colin reported that it was relatively quiet.   The Conservancy


                                    are looking at the design statement for Chichester Harbour.


 


            Broad Oak, Copse Lane [originally a hotel]   Application for change of use


            to a foster care home for 8-11 sixteen year olds.   It was thought absurd


            to place them in an area without transport, pavements or amenities for that


            age group.  A previous application for a Care Home had been turned down


            on Health and Safety reasons.


 


6.         Topics for Discussion


 


6.1       Community Board and Liveability update


 


            Present at the meeting the previous evening had been the new Community


            Sergeant and three other police officers.


 


            A sign was to go up at Eastoke to say what was going on.   The roadway


            change would commence in September.


 


6.2       M T I Launch and follow up


 


            Tony Higham is now the MTI representative on the Community Board.


 


            The DVD postcard showing was well received - plans to have it on sale for


            Easter.


 


            Other projects planned are improvements to bus transport on the Island


            and a dedicated centre for young people.


 


6.3.      Bosmere Field


 


            Extraordinary meeting go the planning committee regarding open space issue.


            Havant determined to push this through, despite Hayling Island’s objection,


principally regarding the traffic problems envisaged.  We have a local R.A, representative, Michael Wilson, Solicitor.


 


 


6.4.      Parking Charges


 


            Dave Collins explained  the reason for the increase being due to the need to


            raise more revenue, to meet the cost of servicing the district.   Although the


            increase in most areas was up to 50p, Hayling’s was 40p. As a  result of this


            increase, it was felt that less people would use the car park and therefore it


            could affect the shops.


 


            It was proposed to charge the disabled for parking at Beachlands but they


            would keep their designated areas for parking.


 


6.5.      Pride of Place - not much movement on this front


 


 


 


6.6.      Sinah Warren Development


 


            Concern had been shown from a couple of wild life enthusiasts. The


            design appears to be a quality development by the architects, with


            attention to highway safety needs.  It was suggested that the development          include viewing platforms, which should satisfy the enthusiasts.

6.7       Hayling Library


 


            There is a bid in for £180,000 to completely refurbish space at the rear


            of the library. This would give a dedicated meeting room for Hayling Island,


            with screen and sound system, electronics and projectors.


 


6.8       Right Turn into West Lane


 


            To ease traffic at this junction, it was proposed that a restriction be made


            between 4.30 and 6.00 p.m.   Contact at Highways Department Cllr Tarrant.

            Dave Turvey said that there was a development planned for Bound Lane


            which could incorporate the demolition of a bungalow to allow access


            into Selsmore Road. Further investigation needed.
