MINUTES OF THE MEETING HELD 11th SEPTEMBER 2007
SUNNYSIDE HALL WEBB LANE
1. Present : Paul Fisher, Bruce Bennett, Carole Evans, Barbra Gardner,
Brenda Greenland, Lois Neale, Dale Norman, Dave Turvey.
2 Apologies Colin Richards, Claire Myers, Shirley Adams.
3. Matters Arising from the last Minutes
July Open Meeting
Postponed as officers responsible were unable to make a presentation.
Proposed that the Flooding Assessment be the topic for the January Meeting.
Havant Roundabout Still no plans available.
Car Share Re-organised so that anyone meeting the criteria
can use this facility.
Eastoke
The finished phase is well used but the kaleidoscope a failure.
Phase II is delayed due to the added consultation and revision of scheme.
Planning Issues: Station Road passed.
4. Planning Issues
Community Board to have more control of planning.
Dilkusha Site Take up the issue of signs and flags
Opposition to development to be put on record, with regard to the parking facilities.
It was noted that Bexley have very tight regulations regarding
planning standards. but Havant does not appear to have any standards at all.
Apparently plans get passed because appearance is not a
planning issue.
Selsmore Road/Bound Lane.
No permission given yet but some work has commenced.
There have been 15 oppositions to the planned development
which has been cut from 8 to 5 units.
The major concern is the dangerous outlet onto Selsmore.
Riding Stables – Selsmore Avenue
Planning Application sought for 8 two bed and 6 three bed
units, plus a roadway. The site is likely to be developed,
but the intensiveness is the objection.
Dilkusha
Paul has written to the HBC expressing concerns
over the extent of the development with the inadequate provision
of parking spaces. This will cause hazards on the adjoining roads.
Kiosk Café
The leasing and reopening are on hold as it comes
under the regeneration for the sea front
.
5 NEHRA Not a lot going on at the moment.
6. Topics for Discussion
6.1. Community Board No meeting 10th September, so nothing to report.
6.2. MTI DVD broke even, with assets in hand
Scarecrow Festival a great success.
Manor House event well received and showed a need for
the Heritage plans.
Music planned for Eastoke corner.
All in all a very successful year, which will continue and hopefully
will help with the regeneration of business on the Island.
6.3. Beachlands Master Plan
There was a meeting at the Sailing Club where proposals and
ideas were discussed. Everything was covered at the meeting
and a response should be available in October.
6.4. Bus Services
After much lobbying the proposal to cut evening services on the Island was shelved. The fact that we are an Island Community, with
the bus service being a social need for the elderly contributed to
this. Sunday evening service was to be dropped after 6.45pm.
Any changes to the routing of the buses for a direct route from West
Town to Mengham were deemed impractical as it could result in
in journeys to Havant taking longer. To be pursued
6.5. Mengham Park - Village Green
Objections by HBC withdrawn due to weight of arguments in favour
6.6. A Parish/Town Council for Hayling
The committee were all in favour of moving forward with this proposal and were of the opinion that a Town Council would carry
more weight. It was time it move on from a RA and once all the information needed was to hand a meeting would be called.
The new Editor of the Islander was in favour of this move and would
campaign for it in the Islander.
We must prepare a strong case, clarifying all the pros and cons
with a clear statement of our aims. 10% of the electorate was needed
to back the request for a Town Council.
6.8. CPRE Their latest survey stated that Hayling was a victim of
urban sprawl! This did not ring true.
6.9 Margeret Little has given up doing the cakes for the AGM and open meetings and thanked the RA for the Garden Centre Gift Token.
6.10 October Open Meeting
David Willett had agreed to come but it was possible he would
have to cancel, in which case an alternative speaker would be needed.
The HAPTC would be invited, to explain the advantages of parishing
Hayling Island.
7. Correspondence
Notice that the junction Manor Road/HigworthLane/Brights Lane
would have restricted road side parking, with the additions of
double yellow lines.
Mobile phone imitation telegraph pole at Salterns Lane.
Those concerned were appealing against it.
Mtg Oct 18th. Workshop on Local Development Framework
North Solent Shore Management Plan. Paul to attend.
8. Reporter
Tony to include information on the e- mail access to HBC
available at the Tourist office.
9. A O B
The need to enforce bye laws regarding dog access to the beach and control of fouling without clearing up.
Traffic regulation for crossing at Mengham. At present the chaos
at the junction with Hollow Lane, Elm Grove and shopping precinct
is very dangerous. There could be a problem introducing lights
as it would mean the loss of parking spaces on Elm Grove.
Clarification of speed of Electric Buggies
Max speed 4 mps- No licence. Max speed 8 mps - licence needed
