1. Apologies

2. April Meeting's Minutes
£25 still to go to Friends of Chichester Harbour which Brenda will see to on behalf of HIRA. Minutes approved subject to White Cottage is actually Upper Tye Farm House.
3. Matters Arising
Lloyds Chemist monopoly and need for competition. Andy Lenaghan wrote copying in Lloyds and meeting 14th May. Staffing levels also not sufficient and waiting time a problem. Four licences at present to cover Hayling and independent chemist interest in securing 5th licence. Maureen Booth (SoanSo) had been approached by independent chemist but was not interested, but she did favour Boots!
4. Planning Issues
Planning in to fell trees at Honey Ring Copse, but concern whether this was due to conservation reasons or looking to clear prior to possible development. The tree inspector is to visit site but reserving copses & trees etc is a local priority.
Hayling Bay Hotel has put in the same plans as before but for residential use using an agent. As now no buildings on site HBC may not be able to enforce holiday use anymore,
Mr Turvey had been in contact with McCarthy & Stone to make good the seat and also queried the visibility of the bus stop.
5. NEHRA
Upper Tye Farm approved and black boarding allowed
No news on White Cottage carport & extension
Environmental Agency has postponed meeting with NEHRA
East sea defence wall to be made good i.e. reinforced & heightened would be cheaper than re-building and needs addressing, particularly as the flooding in February made it necessary to close the road. Graham Phillips would be happy to do but can make good the existing wall, but no alteration can take place. 'Round the Island Walk' would benefit from this improvement and discussions to take place with meeting at The Ark, St Peters Church.

6. Topics for Discussion
6.1 Community Board Report
Police & Environmental Ranger Presentation - website in place, but not clear if HICB or HI site
Rose in June: unanimous decision to object to change of use. HIRA has written to Jackie Batchelor. Paul has written to six councillors asking for their views.
Andy raised the topic of HBC regenerating areas i.e. The Shades etc rather than reacting to the developers.
Dale concerned that councillors are not taking up the baton for site on HI
Andy raised that due to his efforts lighting in the park and pavement in West Lane had been done.
Some concerned about the pavements that are undergoing refurbishment as they are not on main pedestrian thoroughfares, whereas some of the main pavements are in a terrible state - what & why determines which get done? Apparently info on HCC site.
6.2 MTI
Raffle tickets now on sale with a variety of prizes including 1st prize a Warners Holiday
Three booklets now available at various outlets 'Discover Hayling', partly funded by the lottery covering 'People & Places', 'World War 2' and 'Buildings'.
The Gun Site being opened by English Heritage as a Heritage Site.
Playing on the Plaza was a great success - which raised the matter of when would Eastoke Corner be finished: delay caused due to layout & zebra crossing, plus this area to be integrated with Beachlands Masterplan.
£1300 raised at the Station Theatre
Steering Group needs more volunteers for various projects particularly from the business sector.
Tony to represent the MTI at Masterplan Meeting at HISC.
6.3 Local Development Framework
HIRA has completed questionnaire on line but many of the questions were not applicable to HI - no mention of car/road policy which is a concern. Paul also sent letter to HBC which was circulated to committee.
6.4 Beachlands Masterplan
Paul has been invited to the Stakeholders Meeting 21st May 2008, where a proposal will be presented, with a display later in the year at the library.
Will be subject of July Open Meeting.
6.5 Town Council Campaign
Paul had received message from HI reporter who want to talk for article. Some HBC councillors appear to be supportive but the HCC councillor is against - needs further discussion to answer questions & concerns. Legislation change in February and Paul following Andover as they go through the transition for ideas.
6.6 Sports Centre Makeover
Having much needed refurbishment including Mural and will be on TV 16th May as part of The Business in the Community Green Project.
7. Correspondence
Letter from Hampshire Police Authority who have been given labels of residents names and addresses for them to contact on a Community Consultation exercise. They will be send out a letter/questionnaire for feedback.
Hayling Voluntary Service - Paul has helped with their brochure. Meeting being held at the URC Hall 24th May 2008 for The Good Neighbour Scheme - more volunteers and new committee members needed.
8. Islander Report
Tony will 'cobble' something together for next month's Hayling Islander
9. AOB
Mr Turvey raised that we could do with our own Ambulance Station as there have been recent problems with getting an ambulance and helicopters have been used. Also, more covered bus shelters are needed, particularly in exposed areas like the seafront.
Library community room is still on schedule to be done but no date as yet (£124K received from Lottery Funding)
Dale pointed out how the 'Joint Effort Café' in Creek Road was bringing a real community spirit to the area with a meals delivery service available to the elderly.
10th Anniversary of twinning with Gorron was celebrated, with various events including plaque at the Twinning Tree at the library and unveiling of the new Welcome to Hayling sign at the bridge. Another Welcome to Hayling sign to go up at Ferry Point.
