Car parking petition handed to Havant Borough Council

4500 names were gathered together during a recent petition against increased car parking charges in Mengeham Hayling Island.

The petition and covering letter were submitted yesterday (May 14) to Havant Borough Council with the view to abolishing the charges. Arguments suggest that local shop and business owners will lose out to off island companies such as big retailers who all feature free parking.

Affordability for elderly residents is also a real concern.

A copy of the letter can be found in the Hayling forum thread here - http://hayling.co.uk/forum/showthread.php?t=42684

The situation has caused uproar among islanders who claim the hike is unfair. Local councillor and outspoken campaigner against the price rise Andy Lenaghan has already been removed from his position as scrutiniser of island parking issues.

Similar circumstances have also been reported around the country and as such Government minister Eric Pickles has now come on board to champion the cause of grace periods for locals who want to pop into shops. The Daily Mail has more on the national situation http://www.dailymail.co.uk/news/article-2324069/Pickles-wants-free-parking-popping-shops-Minister-wants-grace-period-combat-ridiculously-high-charges.html?ito=feeds-newsxml

The Portsmouth News snapped a picture of the petition being handed in yesterday which you can see here http://www.portsmouth.co.uk/news/local/petition-with-4-500-names-is-given-to-council-1-5091727
Anti beach litter message not getting through

As a land surrounded by water and with many beaches on offer for both visitors and residents to enjoy its alarming to hear that anti-litter messages are falling on deaf ears.

Recent beach clean surveys have found that nearly all parts of the UKs coastline have a problem with plastic debris sweet wrappers cigarette butts and drinks bottles clogging beaches. Not only is this unsightly its also a problem for marine and wildlife who mistake much of this rubbish for food.

According to the Marine Conservation Society plastic deposits rose by 3% in 2012 with numbers cigarette stubs doubling between 2011 and 2012. General smoking litter such as lighters and packets increased by 90%.

As a Blue Flag beach destination Hayling is a large and mostly pristine coastal area but at times even the beaches around the island suffer from unwanted rubbish deposits. We can all do our bit by picking up litter when we visit the beach and helping to conserve what is a beautiful part of the UK as well as not polluting our beaches with unwanted rubbish.

Lauren Eyles MCS beachwatch officer commented on the The News website: This years figures point to people becoming less bothered about littering said Lauren Eyles MCS beachwatch officer. She added: We must hammer the message home that litter is completely unacceptable in the 21st century.
Hayling councillor is removed from job over parking row

A PROMINENT Hayling councillor has lost his job of scrutinising parking issues after he criticised the councils decision-making.

Andy Lenaghan a long-serving councillor for Hayling West will no longer be the scrutiny lead for environment and neighbourhood quality at Havant Borough Council.

He had served in the role for two years and was responsible for analysing in detail issues such as parking and litter.

As reported Cllr Lenaghan spoke out publicly about not agreeing with the council increasing hourly parking charges from 70p to 1.

He also likened proposals to introduce parking charges at Hayling Island Health Centre as a tax on the sick.

In a decision made by council leader Tony Briggs Cllr Lenaghan has been replaced by Cowplain Cllr David Keast for the scrutiny lead.

Cllr Lenaghan told The News: I was getting too vociferous about the parking charges on Hayling.

Tony Briggs withdrew the scrutiny lead role from me.

He told me. He said you are not supporting the Conservative policies at the moment so I am going to have to take the scrutiny lead from you.

My loyalty is to Hayling and concerns of traders on Hayling and residents having access to the shops.

I had to make a stand because its affecting retail businesses on Hayling.

Cllr Briggs told The News he reshuffled several positions on committees including making former Mayor Gerald Shimbart the overall scrutiny chairman and new appointments on the planning committee.

But he said: Quite clearly Andy does not support me.

Hes made that very plain.

It makes it extremely difficult to continue to ask him to lead if he does not agree.

This is not a one-off vindictive measure. Its a whole reshuffle with a number of people moving sideways or altogether.

Deputy leader Cllr David Guest stressed that full council had already voted to implement the parking charges. He added: I think it would be untenable for a chair of a panel to continue to fight against adopted policy and remain in an important position like that.

Meanwhile more than 4000 people have signed a petition calling for the reversal of the parking fees in Mengham and plans for the health centre. A council debate takes place at a later date.
Langstone Harbour rare bird gets a helping hand

South Binness Island in Langstone Harbour has recently benefited from a 500 tonne delivery of shingle to replenish what has been swept away by tides and weather over the years.

The small island is a refuge spot for a rare species of bird the Little Tern. With this significant deposit of aggregate its hoped that the newly raised beach will allow the species to flourish.

The RSPB was awarded 74200 of cash from the Heritage Lottery Fund for a three year long project that sees the South Binness Island replenishment task marking the first phase.

The RSPBs Langstone Harbour site manager said: Sea level rise will be a real problem for Little Terns in years to come and protecting the significant Langstone Harbour population will make a massive contribution to sustaining their nationally declining population.

Lafarge Tarmac provided the aggregate for the RSPB project.
This weekend as many will be aware saw some fantastic weather which makes getting outdoors all the more appealing. So if youre the organiser of a charity walk then youll no doubt count your blessings that Mother Nature decided to play ball.

Elaine Shimbart Mayoress of Havant joined a throng of Hindu worshippers for a 10km walk along the Hayling Billy Trail. The event was arranged by Praful Thacker and he had this to say about this years walk: We take this route every year and its good because its safe for the children.

We are a small local Hindu temple and we do a lot of charity work to support local and national charities.
The Hayling Islander recently reported that Sarah Snowden a one time resident recently took on the mammoth challenge of swimming the 12 mile distance between Lundy Island and Hartland on the North Devon coast.

With a 4 knot tide and a daunting open sea Sarah 46 completed the challenge in six and a half hours raising 136.60 in the process.

When asked the reason for the swim she commented: I was running a family pub and two close colleagues and a family friend were ill with cancer.

I got very angry with the world and decided to channel my anger into something positive.

Sarah owns a house on Hayling and lived here for many years. This was one of the reasons she decided to give her donation to Hayling RNLI Lifeboat Station.

Jonathan Bradbury from the Hayling station said: We admire Sarahs spirit in swimming so far for charity and will put her donation to good use.
BNP candidate confusion

The Portsmouth News is today reporting that a British National Party candidate who is standing in tomorrows local elections has not declared which party he belongs to. Due to the confusion this will cause concerns have been raised.

Gene Cann of Magdala Road Hayling Island is recorded as having no party however he will have the BNP emblem next to his name on ballot papers tomorrow.

Its not clear whether the omittance of this information was deliberate or a mistake.

Local borough councillor for Hayling Leah Turner initially thought that Mr Cann was an independent until she realised he was actually BNP. Leah commented: As a member of the Jewish community I was extremely disturbed to hear that this party were standing for the council elections on Hayling Island.

Other candidates have also voiced concerns. Conservative Liz Fairhurts said: I think if you stand for public office and put your name forward for an election voters have the right to know who you are what you represent and what your beliefs are.

Havant Borough Council also issued a statement as they are coordinating the local elections in Havant. The candidates from the BNP will not have the name of their political party on the ballot paper as they did not include their party name in their nomination papers. However the BNP emblem will be displayed on the papers as a valid request was received to include it.

Its understood that The News tried to contact Mr Cann but he wasnt available for comment. The BNP also didnt return calls.
Hayling charity weekend success

This weekend saw two different charity events taking place on the island with Saturdays fire engine pull kicking things off followed by the annual Wag Walk on Sunday. Both events did a sterling job of raising money and awareness for their respective charities.

Flexing their muscles on a breezy Saturday morning around 30 volunteers heaved a 10 tonne fire engine along the seafront while a crowd of supporters cheered on from the side-lines. Hauling the truck from the funfair to the Inn on the Beach and back again was no easy feat but the crew succeeded and now funds raised will go towards the running of Transylvanias (Romania) Love Light Sanctuary which provides care and respite to children and families suffering HIV and Aids.

The pull also stopped at 11am to pay their respects to Colin Sayers former PE teacher at Hayling College.

Perry Dodgson said: It was a shame that the event clashed on the same day as the funeral. He was a massive guy in the community when he was a teacher and beyond his teaching years as well.

We decided to have a minutes silence to remember Colin.

Sunday dawned and our four legged friends (and owners) were readying themselves for the annual Wag Walk along the seafront which raises money for the RSPCA centre in Ranvilles Lane Fareham.

Dozens of fundraisers and their dogs turned out for this years walk and enjoyed some fine weather as the sun blazed down.

Sandra Deaville Stubbington Ark Wag Walk organiser said: Whats great is we get all sorts of dogs from the littlest one which is a Dachshund to the biggest Bull Mastiff.

Theyre all very well behaved and everyone has a really nice time especially when the weather is nice and you can really enjoy yourself.

I want to say a big thank-you to everyone who came out to support us because its so important that we get their continued support.

Last years event was beset by rain and driving winds but yesterday the sun shone on those gathered to take part.

The walk was launched by ITV presenter Kerry Swain and the mayor of Havant Cllr Gerald Shimbart and his wife Cllr Elaine Shimbart.

Well done to supporters and those who took part in both events.
Free parking offer

TWENTY minutes of free parking will be offered following huge opposition to a hike in charges.

Havant Borough Council is offering free spaces for people visiting the shops in Mengham Hayling Island in a bid to help businesses affected by the fee increases.

The scheme is being run as a pilot and if successful could be extended to other parts of Havant borough.

Traders today called on the council to extend it to other areas.

Lesley Petrie who runs a wool shop in East Street Havant said: If people are coming in just to get one particular thing this will definitely help.

I think it would be quite an incentive for shoppers and is a good idea.

The pilot comes after the council increased parking charges from 70p to 1 an hour in February.

Mengham was worst hit as there are very few free spaces to park.

A total of 2500 people have signed a petition to get the council to reduce the charges as well as scrap a proposal to charge people visiting Hayling Island Health Centre.

Residents welcomed the pilot scheme but said their campaign to overturn the health centre proposals would continue.

Twelve parking bays will be marked with 20-minute restrictions in two council car parks off Elm Grove by the end of May.

Councillor David Collins who oversees parking said: One of the things that has kept coming up is that just to buy a paper or pay a bill it will cost you a pound to park.

We have looked at some way we can get round that.

Hayling is a bit different because theres no free parking near to the shops. There is in West Town but not in Mengham.

If its successful which we would hope it is it could be extended to the rest of the borough.

If we find its not working we will modify it but we have to start somewhere.

But he said plans for the health centre charges were still on the cards.

He said: It seems a bit of an anomaly that people dont pay at Hayling but do pay at Havant.

Lloyds bank deal falls through

The Portsmouth News is reporting a banking takeover which was set to acquire 632 Project Verde branches from Lloyds Banking Group has fallen through after the Co operative Group pulled out of the 750m deal.

The current Lloyds TSB branch in Elm Grove Hayling Island was one of the sites ready for re-branding and would have added to the existing 342 strong portfolio the Co operative Group already operate.

Other branches to be included were Cheltenham & Gloucester in Arundel Street Portsmouth and West Street Fareham. Cheltenham & Gloucester is also part of Lloyds Banking Group.

The terms of a European competition ruling dictates that Lloyds must be rid of the branches by November 2013. The expectation is that Lloyds will now publicly offer the business under the TSB brand.
Charity pull for local firefighters

Saturday April 27 will see firefighters from Emsworth and Hayling hauling a 10-tonne fire engine in aid of two charities Love Light Romania and the Firefighters charity.

With the help of members of Hayling Island Football Club Portsmouth College and South Downs College the truck will be pulled along the seafront from the funfair to the Inn on the Beach and back again. The team of haulers will be 30 strong and all vowing to make sure the challenge is completed.

Firefighter and organiser Perry Dodgson crew manager at Emsworth Fire Station is remaining positive. He said: Itll be hard work but as long as theres not too much headwind along the seafront then Im sure we can do it.

Perry also explained a little about Love Light Romania: Love Light Romania is a small charity that built a sanctuary near Transylvania in 2003.

Since then it has been in a constant battle against the HIV epidemic which has swept across Romanian orphanages and infected thousands of innocent children. Love Light Romania provides essential care for children suffering from HIV or Aids as well as support for the families affected.

Its an ideal opportunity to identify the football clubs and students as role models for other children and also for those watching.

By doing the engine pull were really hoping to raise awareness of the charities.
It will be a great day and I hope everyone turns out to show support.
Kite Beach a success

After a lengthy spell of negotiation with Havant Borough Council keen kitesurfing enthusiast Mark Clark helped bring about implementation of the free Kite Beach launch area close to Chichester Avenue.

The reason for lobbying the council was so kitesurfers who both visit and live on Hayling have somewhere to launch without charge.

Currently if you want access to the kitesurfing spot in front of Hayling Island Golf Club then youll need to be a member of CBK which is owned and run by Chris Bull.

Mr Clark who has kitesurfed on the island for many years believed a free launch option was needed and set about getting the council to recognise this.

In the middle part of 2012 a sign was erected detailing where the designated boundaries are. Havant Borough Council agreed to let the area exist on a trial basis with the aim of making it a permanent fixture if feedback from riders and non kiters proved positive. This is now the case and Kite Beach looks set to remain which is good news for those involved in the sport.

Although Kite Beach is free to launch car parking charges remain in place.

Preparation for a major sea defence shore up scheme in the Eastoke area of island is set to get underway with the main work beginning in May.

Havant Borough Council have appointed Raymond Brown Construction Ltd as the contractor. The firm will be replacing old timber groynes with rock ones and refurbishing the existing concrete wall at the back of the promenade.

Work is hopefully going to be completed by late October but this is dependent on weather conditions.

During the work the majority of the beach at Eastoke will remain open to the general public however for health and safety reasons areas that are under construction will be temporarily closed.
Hayling makes stylist.co.uk top 50 list

Lifestyle magazine stylist.co.uk recently published an article detailing the 50 must visit islands in the UK. The great news is that Hayling made it onto that list.

The feature highlights the islands contribution to watersports in particular the fact Hayling is noted as being the birthplace of windsurfing. Also mentioned are the stunning views across the Solent towards the Isle of Wight.

In among the remaining 49 were spots such as Burgh Island in Devon Isle of Skye in Scotland and St Marys which is part of the Isles of Scilly. Hayling is therefore in good company.

For residents or frequent visitors to the island the beauty and charm of this quaint south coast rock speaks volumes and the inclusion will come as no surprise. With its shingle fringed beaches abundant wildlife and easily accessible watersports real estate stylist.co.uk has recognised just some of the attractions that entice visitors all year round some of whom end up choosing to stay for good. To those in the know there are of course many more reasons to visit Hayling but maybe well keep that information to ourselves for now…

Proposed new houses on Havant Road, on the opposite side to the Esso Station

Included within the design statement:

"It is proposed that the dwellings are finished in white painted render which is typically found in many waterside locations. The lower part of the dwelling is to be finished in facing bricks.

The layout has sought to make an efficient use of space around the proposed dwellings to provide an attractive setting to the dwellings and to maintain the character of the area.

The scale of the proposed dwellings is entirely in proportion with other
dwellings in the locality."
