            <title>Hayling Set To Host World Class Sailing</title>

            <description>Hayling Island Sailing Club has been selected to stage the International World Laser Championships in August 2010.&lt;br /&gt;
&lt;br /&gt;
The prestigious event will see 500 competitors from 50 countries competing over 3 weeks with thousands expected to visit.&lt;br /&gt;
&lt;br /&gt;
Councillor Andy Lenaghan stated In the past the championships have been held in places like Japan and Canada so we feel really privileged that next year they will be here.&lt;br /&gt;
&lt;br /&gt;
Its a massive vote of confidence in Hayling Island Sailing Club and we will be ready for it. Were expecting bed and breakfasts and hotels to be full for the entire three weeks so it will be really good for business.&lt;br /&gt;
&lt;br /&gt;
And it will be a big economic boost for the area  the competitors will come along with plenty of support and there will be lots of spectators.&lt;br /&gt;
&lt;br /&gt;
We hope that once people have come here for the event they will want to come back again and again.&lt;br /&gt;
&lt;br /&gt;
The Laser Standard class recently saw Britain win gold at Beijing 2008&lt;br /&gt;
&lt;br /&gt;
Commodore John Message from Hayling Island Sailing Club said: Hayling Island Sailing Club enjoys a high reputation for hosting major national and international events and we are very much looking forward to welcoming the World Championships for the hugely competitive Laser class in 2010. &lt;br /&gt;
&lt;br /&gt;
The choice of sailing waters and the superb shore-side facilities we have at Hayling Island will ensure a memorable experience for all involved and we hope will encourage Olympic hopefuls from all over the world to choose Hayling Island Sailing Club to train from in the run-up to the 2012 Olympic Games.&lt;br /&gt;

            <title>Six Teenagers Rescued From Harbour</title>

            <description>Six teenage boys aged between 14 and 16 had to be rescued from Langstone Harbour. They were night fishing from the concrete- walled oyster beds at the north end of Hayling when they were stranded by the incoming tide. They climbed up the wall to try and escape the rising the water and alerted the coast guard by dialling 999 from their mobiles. &lt;br /&gt;
&lt;br /&gt;
RNLI Portsmouth lifeboats were  launched at 2.43 Saturday(27th) morning and arrived 6 minutes later to find the youngsters cut off from the shore.&lt;br /&gt;
&lt;br /&gt;
John Feltham from RNLI Portsmouth said: They were stood on a 10ft area above the water. It was a little bit of a scare for them. &lt;br /&gt;
&lt;br /&gt;
They were very respectful lads. They were just caught because they didnt know enough about where they were fishing.&lt;br /&gt;
&lt;br /&gt;
Atlantic helmsman Tobi ONeill said: People who go fishing especially at night should take care to check the height and times of the tides before venturing out.&lt;br /&gt;
&lt;br /&gt;
He added: They should also keep clear of any potential hazards for their own safety.&lt;br /&gt;
&lt;br /&gt;
Due to the risk of the strong current carrying the lifeboats on to the structure they had to approach with extreme caution rescuing them in small groups and then transferring them to a larger Atlantic lifeboat.&lt;br /&gt;
&lt;br /&gt;
All the boys from Hayling Horndean and Portsmouth were all left unharmed and were checked over by the  Hayling Island Mobile Coastguard Unit.&lt;br /&gt;

            <title>Police seek witnesses to assault on Hayling Island</title>

            <description>Police are seeking witnesses following an assault that took place on Hayling Island seafront close to the beach café and the fair on Monday June 29.&lt;br /&gt;
 &lt;br /&gt;
At about 6.30pm a 41-year-old man was in the area with a 42-year-old woman when they were approached by a group of approximately six to eight men believed to have been riding bicycles.&lt;br /&gt;
 &lt;br /&gt;
Some kind of altercation took place during which the victim was assaulted by being punched in the face.&lt;br /&gt;
 &lt;br /&gt;
The victim received injuries to his face during the incident but declined medical treatment.&lt;br /&gt;
 &lt;br /&gt;
Detective Sergeant Martin Crocker said: The victim has not been able to give us anymore details of this incident so we are hoping that there may have been witnesses to it who can come forward and provide us with a more accurate picture of what happened.&lt;br /&gt;
 &lt;br /&gt;
I would ask that anyone who was in the area at the time of the alleged assault to come forward if they witnessed it happen or saw anyone acting suspiciously.&lt;br /&gt;
 &lt;br /&gt;

            <description>The Haylings BEST M.T.Is 2009 season of Playing on the Plaza free live music events continues on Sunday 28 June between 3pm and 5pm when local youth musicians Music Madness take to the seafront stage on Eastoke Corners Liveability Plaza. The third of six open air Sunday afternoon concerts Playing on the Plaza is certainly living up to its remit to give a shot in the arm to Hayling tourism and increase the number of visitors to local Island businesses.&lt;br /&gt;
&lt;br /&gt;
Already the first two of this years concerts have seen Eastoke Corner traders as diverse as Mr Ts Amusements the Terracotta Pot Shop and the Hayling Seaside Railway all report exceptional and at times unprecedented footfall. Local Authority coffers have also received a welcome boost with adjacent Council car parks often full to overflowing while queues for fish and chips ice cream and candy floss have at times stretched across the pavements in scenes reminiscent of Haylings 1950s tourist heyday.    &lt;br /&gt;
&lt;br /&gt;
With the effects of the credit crunch leading so many families to rediscover the lost delights of The Great English Seaside Holiday Hayling traders are hoping that the fine weather that has characterised the first few weekends of the 2009 holiday season is merely a foretaste of things to come. And with Playing on the Plaza and sister Haylings BEST projects such as the Scarecrow Festival and Discover Hayling fast becoming a catalyst to a number of exciting new initiatives reported to be in the offing Hayling Island is gearing up well to make the good times rock nroll!  </description>

            <title>3 Wheeler Torched</title>

            <description>Police are appealing for information following an incident of criminal damage in Hayling Island.&lt;br /&gt;
&lt;br /&gt;

&lt;br /&gt;
At about 2.20am on Sunday June 14 the victims Reliant Robin car was parked locked and secure on St Andrews Road Hayling Island when the offender or offenders broke into the vehicle pushed it across the road and set light to it.  The car was completely destroyed by the fire.&lt;br /&gt;
&lt;br /&gt;
 &lt;br /&gt;
&lt;br /&gt;
The vehicle belonged to an elderly couple from Lemington Spa who had been house sitting at the address in St Andrews Road.&lt;br /&gt;
&lt;br /&gt;
 &lt;br /&gt;
&lt;br /&gt;
PC Clive Boiling said: I am appealing for information to help identity those responsible for this mindless destruction of an elderly couples Reliant Robin car.  The car was parked at the far end of St Andrews Road adjacent to Mengham Park. &lt;br /&gt;
&lt;br /&gt;
 &lt;br /&gt;
&lt;br /&gt;
The victims who are currently visiting the area on a short break are completely devastated and extremely upset by this incident.  I would urge anyone with any information to come forward and help us locate the person or people responsible.&lt;br /&gt;

            <title>Safer Neighbourhoods Update - June 2009</title>

            <description>Hayling SNT Priorities Update&lt;br /&gt;
I am pleased to report that following consultation with the Hayling Island Community Board the local priorities will now be addressed during the Community Board meeting which is open to the public.&lt;br /&gt;
There were a number of reasons why we have decided to try this approach as opposed to the Panel meetings which were previously sat in private.&lt;br /&gt;
This new method gives you all the opportunity to attend the Community Board Meeting and get an understanding as to what all the local issues are across the Island. There is also the opportunity to ask any questions of the board or of me regarding the priorities.&lt;br /&gt;
One thing I would stress is that we still need to hear from you as to what your concerns/priorities are. In presenting the latest reported items to the board I shall of course keep them anonymous.&lt;br /&gt;
Once discussed and decided the priorities will be updated and published in a number of ways. To view any updates you can look at the Hayling Islander or any of the following web sites  www.hicb.org.uk (where full Community Board Minutes and Agendas can also be viewed) www.hayling.co.uk www.saferhavant.co.uk or www.hampshire.police.uk.    &lt;br /&gt;
The Current three main community priorities for Hayling were decided at the last Community Board Meeting (8th June) as: &lt;br /&gt;
&lt;br /&gt;
Anti-social Behaviour in Hayling and Mengham Park.  &lt;br /&gt;
Youth Engagement in Hayling Island.  &lt;br /&gt;
Criminal Damage on the Sea Front at Hayling Island.  &lt;br /&gt;
To have your say on what the policing priorities should be for your area. What can be done to improve your community? How can we ensure a good quality of life for everyone?&lt;br /&gt;
Come and tell us what is important to you in your neighbourhood you can influence these priorities by speaking to members of the team completing a Your voice counts leaflet or simply E-mailing us.&lt;br /&gt;
These priorities will then be discussed and voted on at the next Community Board Meeting.&lt;br /&gt;
&lt;br /&gt;
A Neighbourly feel to the Island&lt;br /&gt;
Hampshire Horsewatch is a community initiative working in partnership with the Hampshire Constabulary through the Equine Liaison Officer scheme.  Both schemes have been in place since 2000 and work closely with the equine communities to prevent and reduce the instances of equine crime. &lt;br /&gt;
All those involved in the running of the schemes do so on a voluntary basis. Hayling Island has a thriving equine community and there are several Horsewatch members living in Hayling Island. The strength of Hampshire Horsewatch is having a thriving and committed membership so the more members the better especially when membership is free!&lt;br /&gt;
Along with her normal duties PCSO Kayleigh Houghton has taken on a role of an Equine Liaison Officer working from Hayling Island police station.&lt;br /&gt;
Kayleigh is keen to get to know the local equine community and would welcome contact from both horse owners and livery yards on the Island.  There are other Equine Liaison Officers who have Island connections but do not actually police the area.&lt;br /&gt;
Hampshire Horsewatch has its own web site and information about the scheme and how to join on line can be found on www.nfed.co.uk/horsewatch  Hayling Island has its Hayling Island Registered Riders Scheme which allows registered riders to use identified routes on the island  safe and away from traffic. Mobile Police Station Dates set for July&lt;br /&gt;
Residents are again urged to come along and meet their local police officers and councillors to discuss any policing and community issues they may have at local beat surgeries being held in July:&lt;br /&gt;
Monday 20th July Mengham Road Mengham 10am  1pm.&lt;br /&gt;
Wednesday 22nd July Beachlands Car Park Beachlands 9am  1pm&lt;br /&gt;
I would like the local community to take advantage of this facility  it is not just about reporting crimes it is an opportunity to discuss any police related issues.&lt;br /&gt;
Neighbourhood Watch Street Surgeries &lt;br /&gt;
The Mobile Police Station will also be utilised by the team to promote new Neighbourhood Watch Schemes. It will be appearing at the following locations  &lt;br /&gt;
Tuesday 21st July Street Surgeries  Castlemans Lane and Eastoke Avenue&lt;br /&gt;
These roads will have received letters advising them that we will be visiting with the assistance of current Neighbourhood Watch Co-ordinators in order to try and promote a new scheme in their area. &lt;br /&gt;
This is something that I stated we would carry on following the success of the number of new schemes on the Island last year.&lt;br /&gt;

Matters arising: Fishery Lane road works started. Bound Lane. Selsmore Road/Bound Lane development appears to be dead as rumour has it no more applications or appeals will be submitted. The open meeting was well attended with many good presentations on Youth Facility Provision on Hayling. Some were disappointed at no youth being present but others felt it did not distract from the theme of the evening. &lt;br /&gt;
&lt;br /&gt;
Treasurers Report: 195 in the current account and 2041.71 on deposit. All bills are paid to date. It was pointed out that interest is abysmal at present. Gaining new members is still proving difficult.&lt;br /&gt;
&lt;br /&gt;
Planning Report: Bruce reported upon the planning application at 35 The Crescent. The Committee raised no objections. Andy L recommended it went to committee as he was keen for it to be scrutinised thoroughly. Ann Griffiths was also commenting on the proposals and her views and that of the Bosmere 100 had been submitted. It was also reported that the Inn on the beach has potential new tenants ready to take over the lease.  &lt;br /&gt;
&lt;br /&gt;
NEHRA report: Colin reported that a resident had built a shed in front garden which conflicted with the VDS. It has been retrospectively refused planning based on this and the owner has gone to appeal. This will be the first test case to see how the VDS is viewed by the Inspectors. The phone box saga goes on but a deal is imminent if third party insurance can be arranged. The village hall committee have refused to include it within their insurance.&lt;br /&gt;
&lt;br /&gt;
Community Board Report:  A presentation was given by the vendors architects on the plans for the Rose in June. Both HIRA and HICB wish to see it retained as a Pub or alternative community use. Differences of opinions arose as to the valuation of the site with Paul adamant it is overvalued and therefore not marketed at a fair price. For this reason alone HBC should refuse change of use. &lt;br /&gt;
&lt;br /&gt;
Terry Worrall has a one to one with the leader of HBC to discuss various issues.&lt;br /&gt;
&lt;br /&gt;
Praise on the Plaza is to go ahead on the 31st May with the Community Board supporting the official opening of this Liveability project. Notice Board can be erected but will probably not be ready in time. An alternative will be to cut a ribbon.&lt;br /&gt;
&lt;br /&gt;
Nick Horten advised that the PCSOs and community Wardens were trained now and would be issuing on the spot fines to person dropping litter or not using poop scoops after their dogs. &lt;br /&gt;
  &lt;br /&gt;
MTI Report: All the various committees are working well in their own areas. Discover Hayling event at the Station Theatre went very well.&lt;br /&gt;
&lt;br /&gt;
Eastoke Corner: The meeting held by Allan Priddy was fairly well attended although not a lot of new information was forthcoming as yet. Both HIRA and HIBC are adamant the remaining funds from Liveability should be spent on improving Eastoke Corner and it is hoped Terry Worrall will stress this at his meeting (above) &lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
Correspondence: None&lt;br /&gt;
&lt;br /&gt;
Islander report: Tony will attempt to deal with before leaving for holiday although timing will be tight.&lt;br /&gt;
&lt;br /&gt;
AOB: The Web site is still being worked on but further discussion required with Russ.&lt;br /&gt;

There has been no further movement in respect of the Parish Council initiative.&lt;br /&gt;
&lt;br /&gt;
Bruce requested that a push is made for provision of CCTV in Mengham.&lt;br /&gt;

Dale requested that we all try and recruit people who are willing to help at the youth Café. &lt;br /&gt;

Dead Mans Wharf was recently published in hard cover and Pauline will be signing copies of this new Inspector Horton mystery as well as others in the popular series featuring the Portsmouth based detective.             <title>The One Show This Friday 5th June</title>

            <description>The popular BBC 1 programme which is on Monday -Friday at 7 pm is running a series of films about different local areas and their &quot;Claim to Fame&quot; - in this case Hayling being the home of windsurfing.&lt;br /&gt;
Some of the filming took place at Fleet Farm where Peter Chilvers first sailed his original board but the crew also filmed further windsurfing &quot;action&quot; shots from the seafront area - Beachlands. &lt;br /&gt;
&lt;br /&gt;
On the day of filming the crew had about four different climates thanks to our lovely weather but at least it was windy so it should be a good advert for the sport of windsurfing on Hayling Island!&lt;br /&gt;

            <title>Record Fish caught off Hayling Island</title>

            <description>A potentially record breaking Smoothhound has been caught off the shore of Hayling Island this weekend.&lt;br /&gt;
&lt;br /&gt;
Sea fisherman Steve who lives in Southsea caught the giant sized Smoothhound off Sandy Point on Friday 29th of May.  Weighing in at 28lb 10oz the fish could potentially smash the British Shore record by more than 8lbs.&lt;br /&gt;

            <title>Motorcyclist dies after Langstone collision</title>

            <description>The man who lost control of his motorcycle at Langstone roundabout on Sunday May 31 died at Queen Alexandra Hospital Cosham.&lt;br /&gt;
 &lt;br /&gt;
He was George Parker 78 of Briarwood Gardens Hayling Island.&lt;br /&gt;
 &lt;br /&gt;
At about 1.40pm Sunday Mr Parker attempted to move from lane three of the Langstone roundabout onto the on slip of the eastbound A27 when he appeared to lose control of his blue Yamaha.&lt;br /&gt;
 &lt;br /&gt;
The motorcycle hit a kerb causing Mr Parker to fall from the motorcycle and suffer potentially fatal injuries.  He died at about 9pm Sunday.&lt;br /&gt;
 &lt;br /&gt;
Today his family released the following statement:&lt;br /&gt;
 &lt;br /&gt;
George was a fit and active man. He was an experienced motorcyclist starting as a despatch rider during the Second World War.  He had more than 60 years experience.&lt;br /&gt;
 &lt;br /&gt;
He used to ride two or three times a week. He was devoted to his family and would happily pick up the younger members of the family if they needed transport. He was a keen gardener.  He will be greatly missed.&lt;br /&gt;
 &lt;br /&gt;

            <title>HIRA Focuses on current Island issues</title>

At our last meeting a number of planning matters of great interest to Islanders were raised. The first was for 35 Norfolk Crescent and another being a continuation of the Rose in June saga.&lt;br /&gt;

Norfolk Crescent&lt;br /&gt;
&lt;br /&gt;
An application has been received to convert the most easterly house in Norfolk Crescent from 15 to 9 flats. This should result in a considerable improvement to the area. The space behind the property fronting Seafront Road will also be cleared and a new entrance created with parking. The HIRA committee felt that this would be a great improvement compared with that of the present situation and supported the application. Delegates from the Bosmere Hundred will be monitoring progress on the refurbishment including the roof tiles.&lt;br /&gt;

The saga continues with HIRA still in favour of retaining the pub and its general improvement. The developer continues to press for housing in the light of in their view no realistic alternative being received even though a legitimate bid for the property above current market value for a licensed premises has been submitted by a local businessman. In our view there is no overwhelming case for a change of use and we have had calls from neighbours who do not want this important and central site to be developed for more unneeded housing. A decision is to be made shortly and any further bids based on the current permission need to be put forward very quickly.&lt;br /&gt;

Eastoke Corner&lt;br /&gt;
&lt;br /&gt;
This saga also rolls on. Havant BC wishes to put in an application for additional funding in late June making use of the money left over from the previous Liveability programme. The question is should this additional funding be granted for what should it be used? The idea of a sculpture trail has been mooted as the potential additional funding has to be used for a programme that has arts content. It must also have a seaside element. Clearly attracting further funding is always desirable providing the outcome achieves an overall improvement in some way. There are many options and all possibilities need to be considered. As Liveability is a Community Board project they will be holding appropriate discussions.&lt;br /&gt;

Bus Routes&lt;br /&gt;
&lt;br /&gt;
There still seems to be considerable misunderstanding about the bus route changes introduced in April.  All buses service Eastoke Eastoke Corner and Mengham. From all of these locations you may go either direct to Havant or via Beachlands to West Town and then on to Havant. Of course you have to use the right bus stop read the timetable and get on the right bus!&lt;br /&gt;

The Hayling Legends Hayling Islands very own classic car club well known for their monthly Sunday lunchtime gatherings at the Hayling Billy in Mengham will be joining the pageant of motoring heritage in the Funland Car Park. Starting from around 11am beside the Seaside Railways Beachlands station and the Carousel Cafe the event will feature a wide range of vintage and veteran road vehicles of all eras and descriptions.&lt;br /&gt;

In addition to the car show visitors can enjoy the thrill rides of Funland including the Drop Ride Tornado Klondike Roller Coaster Wild River Log Ride or perhaps a rather more sedate journey on the one mile narrow gauge light railway between Beachlands (Funland) and Eastoke Corner via Mengham Road Halt where a regular 45 minute interval train service will operate from 11am.&lt;br /&gt;

            <title>Industrial Heritage at the Hayling Seaside Railway.</title>

            <description>On Sunday 10th May the volunteers of the narrow gauge Hayling Seaside Railway will be paying homage to their industrial light railway heritage.&lt;br /&gt;
&lt;br /&gt;
Industrial railways are the unsung heros of the railway scene. Perhaps lacking the glamour of the Flying Scotsman or the bucolic  charm of the country branch line but with origins that can be traced back to the Victorian slate quarries of North Wales and the trench railways of the First World War. They played a humble yet vital part in keeping the wheels of industry turning on sites as diverse as quarries brickworks water works and munitions factories at locations all over Britain the Empire and around the World.  &lt;br /&gt;
&lt;br /&gt;
Throughout the day from 10am on the one mile light railway between Beachlands (Funland) and Eastoke Corner via Mengham Road Halt the Hayling Seaside Railways veteran industrial diesel locomotives 69 year old Alistair and 42 year old Edwin built by Ruston &amp; Hornsby of Lincoln will be taking centre stage along with 21 year old youngster Jack the lines regular steam outline diesel passenger locomotive on an intensive service of passenger and heritage goods trains.  &lt;br /&gt;
&lt;br /&gt;
Regular passenger trains will be formed of hand built wooden bodied carriages constructed by volunteers in the railways Island workshops while non passenger carrying heritage goods trains will be formed of traditional goods wagons by builders such as Allens of Tipton and Robert Hudson of Leeds many restored from scrap condition by the lines hard working junior volunteers.&lt;br /&gt;
&lt;br /&gt;
There is no charge to view or photograph the heritage industrial goods trains but visitors are invited to show their appreciation by travelling on the regular passenger trains on which normal fares apply. Or by making a donation to the Hayling Billy Steam Locomotive Fund which is raising money to build a brand new narrow gauge steam engine to work on the Islands popular seaside railway.&lt;br /&gt;

            <title>Information sought after man is assaulted in Hayling Island</title>

            <description>Detectives are appealing for information after a man was assaulted in Hayling Island on Friday May 1.&lt;br /&gt;
&lt;br /&gt;
At around 11.55pm the 61-year-old victim was found unconscious on St Hermans Road Hayling Island.&lt;br /&gt;
&lt;br /&gt;
The man had suffered head injuries and was taken to hospital.  He remains in a stable condition.&lt;br /&gt;
&lt;br /&gt;
Detective Sergeant Martin Crocker said: We are investigating an unprovoked assault which occurred on St Hermans Road Hayling Island at approximately 11.55pm on Friday May 1.&lt;br /&gt;
&lt;br /&gt;
The victim sustained a severe head injury and is currently receiving medical attention at hospital.&lt;br /&gt;
&lt;br /&gt;
I would appeal to anyone with any information about this incident or anyone who was in the area of St Hermans Road or Rails Lane at the time of the incident to come forward and speak to us.&lt;br /&gt;
&lt;br /&gt;
A 20-year-old man from Havant has been arrested on suspicion of causing Grievous Bodily Harm and has been released on police bail until July 21.&lt;br /&gt;
&lt;br /&gt;

            <title>BIKE RIDE CHARITIES EVENING AT THE NEWTOWN</title>

            <description>The annual Charity Cheque Presentation Evening took place in the rather more intimate surroundings of the Newtowns new function suite on Friday 3rd April rather than at Seacourt the location for the last several years. Nearly all of the 200 riders participating in last years Tour de Tours Ride had collected their sponsorship by this date with only one remaining on the naughty list according to Charities Liaison committee member Kerry West. The trend is now for riders to send their sponsorship directly to their favoured charity often via the Justgiving fundraising website rather than via the Bike Rides charitable arm known as ACE (Association for Charitable Endeavours). In fact of the 94028  (including Gift Aid) recorded as having been raised from Ride 2008 64575 was sent direct which is more than double the proportion of a few years back. This means that the total raised through the event over the 23 years of the Paris to Hayling now exceeds 1100000! 15 riders raised more than 1000 with Vodafones Team raising over 15000 and Team Ditcham Park over 12000. Barrie Dawson was once again Top Fundraiser with 4000 earning the Paul Fisher Scroll of Honour Award for the third time. &lt;br /&gt;
 &lt;br /&gt;
There was a good audience of the mainly local beneficiaries of donations on the night with over 13500 being handed out and more than 50 in attendance including riders and support crew. There was also a very popular showing of this years ride video and photos with contributions from Roger Key and Dave Hersee. After the presentations there was a light buffet and the chance for the charities to network as well as meet riders and support.  &lt;br /&gt;

The 10th Channel To Channel will take place on the week-end of the 16th and 17th May.  We will again be starting from Weston-Super-Mare with our new route through the Somerset Levels. As usual we will overnight in Salisbury before returning to Hayling. This event offers a great opportunity for some practice before our big event in July or can be enjoyed as an alternative ride for those unable to join us in France. A new feature of the Festival this year is the election to find the most popular figure on the Island. Hundreds of candidates are expected take part in this contest which is bound to provide some surprising results as The Peoples Choice is selected.&lt;br /&gt;

The straw poll will be part of the 2009 Hayling Island Scarecrow Festival when Residents and Visitors will be able to vote for their personal favourite Scarecrows at voting stations across the Island. &lt;br /&gt;
&lt;br /&gt;
The Hayling Island Scarecrow Festival which last year featured nearly 400 figures from over 250 entrants has already become one of the largest Festivals in the UK. &lt;br /&gt;
&lt;br /&gt;
This year the Festival will run from July 25th to August 9th with the Scarecrow Awards Ceremony mid way through at the annual Hayling Island Carnival on Saturday August 1st. Entry Forms for the festival will be available in April when  entries will be accepted into the following categories - Tableaux Seaside Topical Countryside and Entertainment. &lt;br /&gt;

Budding Scarecrow makers will be able to practice their skills in a series of Workshops held over the weekend of June 13th and 14th. Watch out for further announcements about this and other aspects of this hugely popular Festival.&lt;br /&gt;

Home grown Island talent will once again be well to the fore this year with Hayling based artists booked to headline the first concert at this increasingly popular open air seafront music venue. Both making welcome returns for the opening gig by popular demand after rousing performances as part of the 2008 inaugural season are locally based rock band Rusty Strings and multitalented keyboard player and vocalist Jack Cottle.&lt;br /&gt;
&lt;br /&gt;
Many will remember it was Jack who last year unexpectedly and with great aplomb carried off an entire concert at incredibly short notice when the booked star had to cancel at the very last minute. Totally unfazed by the added responsibility and longer set Jack who had been booked purely as the support proceeded to amaze everyone taking the Plaza by storm and giving what many regulars consider to be one of most memorable performances of the entire 2008 season.&lt;br /&gt;

Sharing the limelight for the May 3rd opening gig will be Rusty Strings a chilled acoustic rock band comprising Matt Roberts on vocals Thomas Eacott on guitar and vocals Tom Moore on bass and Alec Jackson on drums. Originally formed in 2005 they have gone on to perform countless gigs throughout the area including one notable occasion when the toured the length and breadth of Hayling Island playing their music from the back of a lorry! &lt;br /&gt;

            <title>HIRA APRIL QUARTERLY PUBLIC MEETING REPORT</title>

On 16th April HIRA held its quarterly meeting on the topic of young people and the concern that the community should have for providing for their out of school needs. This is of great importance to Hayling with its limited transport opportunities. In spite of this importance few people turned up particularly those young people to whom the meeting was aimed. This was a shame as the event provided the chance to put forward ideas and have them discussed with the main providers of such services.&lt;br /&gt;
&lt;br /&gt;
Paul Fisher opened the meeting by stating that there were some 2500 people on Hayling under the age of 18 to be provided for. As needs change so provision needs to change also hence this meeting.&lt;br /&gt;
&lt;br /&gt;
Leo Armstrong Chair of the Hi Y Café was the first speaker and described the functioning of the Café. This was started eight years ago to provide a warm and safe location for young people to meet socialise and develop activities. Two groups meet the younger at Mengham Park Sports Centre on Friday evenings (6  8pm.) and the older at the Elim church on Tuesday evenings (7 - 9pm.). Many facilities are on offer to provide interest to those who might otherwise not wish to be members of a more formal organisation. The presentation included a video made by members one of the options available at the centre.&lt;br /&gt;
&lt;br /&gt;
Next Lisa Strutt described the role of the Extended Services operation that supports before and after school all aspects of family life for those who because of work or other factors are not able to deliver and collect their children at normal times. The programme involves a number of organisations who co-ordinate their actions to provide for the various needs.&lt;br /&gt;
&lt;br /&gt;
Donna Field Hampshire Youth Service then described her role as one of the 9-member Havant Youth Team within which she is responsible for Hayling. She works with the Colleges and schools and provides information and guidance on a range of matters including health teaching people to cope with the situations within which they find themselves introducing them to music and linking to the other resources already mentioned such as the Youth Café.&lt;br /&gt;
&lt;br /&gt;
After the above presentations two further ones were made by Ian Hawke of the 3rd. Hayling Scouts and Graham Todd of the Hayling United football Club. These were presented as examples of Island organisations that provided for youth but there are numerous others.&lt;br /&gt;
&lt;br /&gt;
Ian said some 450 young people put on a Scout or Guide uniform on Hayling each week representing some 20% of the available age group. Scouting had developed very successfully on the Island and now provided a wide-ranging set of opportunities and interests for so-minded individuals. Ian pointed out the Hayling has a greater range of clubs than any other part of Hampshire so that there were activities to attract all interests. He observed that once young people joined a communal activity they then tended to join many more. &lt;br /&gt;
&lt;br /&gt;
He further observed that in dealing with young people it was difficult to get them to say what they wanted as only the adult helpers had the experience to identify the options and to provide the guidance needed. For this reason he felt that older people must be those that expose those options to young people.&lt;br /&gt;
&lt;br /&gt;
The Scouts were held up as an example of an organisation that helped people develop in all respects and provide citizens for the future.&lt;br /&gt;
&lt;br /&gt;
Graham Todd then made similar points as a leader of the youth teams of the football club. This aims to develop co-operation and skills in the particular area of sport. HUFC provides mini-soccer up to the age of 11 (100 participants) and junior soccer (80) above that age. Youth and adult teams follow. Hayling also has ladies teams but FA rules at present prevent mixed teams operating above a certain age.  Again FA rules do not permit formal competition for younger players. HUFC now operates at the College.&lt;br /&gt;
&lt;br /&gt;
Janet Coates-Jones Chair of Governors of Hayling College completed the formal presentations. Earlier comments about children going to school off the Island had been made and how did the various services deal with these? Janet noted that some 80 pupils came to Hayling College from off the Island either for full-time education or for special courses based on the Colleges maths and computing specialities. &lt;br /&gt;
&lt;br /&gt;
With reference to the evenings purpose Janet said the College had its own (Youth) Council. She was very concerned about certain aspects of education policy and was working hard to improve these.&lt;br /&gt;
&lt;br /&gt;
Dale Norman then introduced the Haylings BEST Market Town Initiative (MTI) Youth Project as a means of bringing together many of the strands referred to during the evening. A basic problem was that there is no focus to young peoples activities on the Island and the belief now exists that this problem can only be resolved by the provision of a building dedicated to the provision of youth-related activities.&lt;br /&gt;
&lt;br /&gt;
Dale has set up a MTI group to investigate the provision of this building and a feasibility study is being carried out. As part of this a questionnaire has been prepared for dissemination to pupils and parents to be addressed in schools as part of their IT programme.&lt;br /&gt;
&lt;br /&gt;
Dale said she is looking for all the support she can get and invited like-minded people to join her. &lt;br /&gt;
&lt;br /&gt;
Later members of the audience were asked to complete copies of the questionnaire.&lt;br /&gt;
&lt;br /&gt;
Andy Lenaghan finally commented that the young people of Hayling were keen to get involved and cited the skatepark and dirt jumps as examples of their enthusiasm.&lt;br /&gt;

            <description>Update on Operation Nemesis for Hayling Island&lt;br /&gt;
&lt;br /&gt;
Operation Nemesis is Hampshire Constabularys focus on bringing burglars to justice and reducing all burglary it is responsible for the arrest of 1015 suspected burglars in three months.&lt;br /&gt;
The campaign across Hampshire and the Isle of Wight started on January 5 when Chief Constable Alex Marshall decided that a slight rise in burglary rates must be reversed.  It was so successful that the operation was extended from three months to five.&lt;br /&gt;
Since the start of Nemesis there have been 9 burglary Dwellings on Hayling Island and 3 arrests.&lt;br /&gt;
Last month I gave advice on garden thefts and in December some basic advice on home security. There is lots of material and advice available from home security visits by our Crime Prevention Officer to stickers for windows telling people you do not want cold callers. The focus is currently still very much on with regards to Operation Nemesis and if you would like any assistance in any form with regards to security advice please contact any of the team via the methods below.&lt;br /&gt;

Hayling Island Project - Climbing Wall&lt;br /&gt;
&lt;br /&gt;
The team are currently looking into the feasibility of a climbing wall on Hayling Island. We have already held positive talks with Hayling College with regards to a wall being built in their sports hall. &lt;br /&gt;
&lt;br /&gt;
This is clearly a long term project which we hope will be of benefit to not just the youth but also the community as a whole.&lt;br /&gt;

            <description>The superbly rebuilt Station Theatre in Haylings West Town housed in what was once the Islands historic railway goods shed provides the setting at 7pm on the evenings of Friday 24th and Saturday 25th April when the volunteer local historians of the Haylings BEST Discover Hayling local heritage project present Grand Event 3. A light hearted evening of Hayling Island heritage in conjunction with the ever excellent HIADS Players.&lt;br /&gt;
&lt;br /&gt;
On arrival at the theatre patrons will receive a welcoming glass or two and a complimentary set of the new Discover Hayling local history booklets: Natural Hayling Hayling Lifeboat and Langstone Gateway to Haying. While displays in the foyer will feature a selection of the photographs and documents made available to us in recent months by Hayling residents past and present including Geoff Walkers unique WW2 Hayling Map with its connection to the late Lord Louis Mountbatten.&lt;br /&gt;
&lt;br /&gt;
The show will then commence with a review of Discover Haylings recent achievements including the celebrations surrounding the installation of the replica Medieval Stocks at Eastoke Corner and some rare wartime film footage of the time Hayling was invaded by Allied troops as part of the run up to D Day. The evening will also showcase the first four in a series of video reminiscences featuring specially recorded interviews of local people with priceless memories of those far off times. &lt;br /&gt;

Throughout the evening the performance will be interspersed with light-hearted sketches of the war years including a lively and topical medley of wartime tunes and songs from Haylings own Wendy Evans performing with Captain Stomp and the Roof Raisers. On Tuesday 7th April during the Easter School Holidays the volunteers of the Hayling Seaside Railway will be joining forces with their counterparts at the Hayling Island R.N.L.I. For one day only all train fares on the one mile long light railway between Beachlands (Funland) and Eastoke Corner via Mengham Road Halt will be donated directly to aid the Hayling Lifeboat.&lt;br /&gt;
&lt;br /&gt;
Weather permitting there will be a static display of fine scale model lifeboats by the Southern Model Lifeboat Society at Beachlands station and members and supporters of Haylings volunteer lifeboat crew will be on hand throughout the day with their mascot Stormy Sam to meet the railways passengers and talk about their vital lifesaving work. Unless that is their pagers start buzzing and they are called out to sea on another urgent rescue mission!&lt;br /&gt;
&lt;br /&gt;
Trains depart from Beachlands station in the car park next to the Funland roller coaster departing every 45 minutes from 11 am leaving Eastoke Corner station 20 minutes later. As well as the special R.N.L.I. Charity Day the Hayling Seaside Railway will also be running every day between Saturday 4th and Sunday 19th April including the Easter Weekend from Good Friday through to Easter Monday when the lines Easter Bunny Runs will feature treats and quiz sheets for all the children.&lt;br /&gt;

            <title>YOUR CHANCE TO HELP ‘SAVE A LIFE’</title>

            <description>Every year in the UK 27000 adults &amp; children are diagnosed with leukemia.  &lt;br /&gt;
&lt;br /&gt;
For many of these patients a bone marrow transplant represents the only possible long-term cure.   Without an unrelated bone marrow transplant they may die.&lt;br /&gt;
&lt;br /&gt;
The Anthony Nolan Trust is working together with Hayling Island Community Centre to help organize a donor recruitment session.  The idea is to encourage the local community to register as potential donors in order to offer the chance of life to patients suffering from Leukaemia or other bone marrow disorders. Currently there are 16000 patients who have yet to find their life saving match and rely on a complete stranger to come forward and join the bone marrow register. &lt;br /&gt;

Dean Churchill lives in Hayling Island and registered as a potential donor when a session took place in 2003 at the Community Centre he has since gone on to donate his cells and provide that  life line to a desperately ill patient&lt;br /&gt;
&lt;br /&gt;
Originally I became a blood donor as my sister had an accident and would not have survived without the help of a blood donor.  I then became a donor of the Anthony Nolan Trust after watching a television programme about a little girl (the same age as my own daughter) who was going to die without the bone marrow she needed.  &lt;br /&gt;
&lt;br /&gt;
The procedure is very much like donating blood but obviously is a much longer process.  Hence accommodation is provided and the Trust make sure you are well looked after.&lt;br /&gt;
&lt;br /&gt;
I just think anyone out there who is obviously lucky to be healthy enough to give someone a life it would certainly make them feel a better person as I do!&lt;br /&gt;
&lt;br /&gt;

&quot;The Anthony Nolan Register can never be big enough we are always in need of more donors to come forward.  It is so important that if you are eligible to join the register to think seriously about it; the more people we have registering the more chance we have of finding those life saving matches for patients that desperately need them. The main criteria to join the Anthony Nolan register are: must be aged 18-40 be in good health weigh more than eight stone (51kg) not be severely overweight and be willing to donate to any patient you may ever match.  Once you have joined you will remain on the register until your 60th birthday.&lt;br /&gt;

            <title>HISC revive Round Hayling Island Race</title>

            <description>Hayling Island SC is to revive the windsurf Round Hayling Island race this year. In its heyday up to 700 windsurfers took part. In the new version of the race the club is limiting entries to 150. &lt;br /&gt;
&lt;br /&gt;
The event will take place on Good Friday 10 April and within the complete circumnavigation of the island will be two shorter stages allowing entrants to decide how far they race. &lt;br /&gt;
&lt;br /&gt;
The Bronze course primarily aimed at the beginners in the fleet will start at HISC and sail to to the first gate near Northney Marina at the top of Chichester Harbour. Entrants only doing this stage then return to finish at HISC. &lt;br /&gt;
&lt;br /&gt;
Entrants doing the Silver and Gold course continue under the road bridge through the old railway bridge structure into Langstone Harbour and down the west side of Hayling to the silver gate in the vicinity of the Ferryboat Inn at the Langstone Harbour entrance. &lt;br /&gt;
&lt;br /&gt;
To complete the full Gold course approximately 22Km in a straight line course competitors then continue out of Langstone Harbour into the Solent and along the Hayling south shore and back into Chichester Harbour to finish at HISC. &lt;br /&gt;
&lt;br /&gt;
On-line entry is now open on the HISC website at www.hisc.co.uk and will close Wednesday 8 April or earlier if the maximum of 150 entrants is reached. &lt;br /&gt;
&lt;br /&gt;
